What You'll Be Doing

We're looking for an experienced Security Delivery Manager to join a major Central Government transformation programme.

This role will sit at the heart of a large, complex delivery environment, coordinating security activities across multiple suppliers, delivery teams and stakeholders. You'll take ownership of security delivery, ensuring security requirements are translated into practical delivery outcomes and embedded throughout the programme lifecycle.

We're specifically looking for someone who has led security workstreams and been accountable for security outcomes, rather than someone who has solely worked alongside or coordinated with security teams. You'll play a key role in balancing programme pace, governance and risk while ensuring secure-by-design principles are maintained throughout delivery.

You'll be responsible for:

  • Leading the delivery of security workstreams across a large-scale transformation programme
  • Owning security delivery outcomes, ensuring security requirements are embedded across all phases of delivery
  • Managing complex dependencies across technology, business change, security assurance, testing and deployment activities
  • Developing and maintaining delivery plans, RAID logs, progress reporting and governance artefacts
  • Coordinating security activities across design teams, system integrators, third-party suppliers and internal delivery teams
  • Identifying, managing and escalating risks, issues and blockers to ensure successful delivery outcomes
  • Supporting security governance processes and providing clear reporting to programme leadership
  • Driving alignment across multiple workstreams and stakeholders with competing priorities
  • Supporting security readiness, assurance, controls, access management and compliance activities
  • Building strong relationships with senior stakeholders, technical teams and delivery partners

What We're Looking For

You will need:

  • Proven experience leading security workstreams and owning security delivery within complex organisations
  • Demonstrable accountability for security outcomes across large-scale transformation programmes
  • Strong delivery management experience, including planning, dependency management, RAID management and governance reporting
  • Experience coordinating security activities across multidisciplinary delivery teams, suppliers and stakeholders
  • Demonstrable experience working within large-scale transformation programmes
  • Strong understanding of cloud security principles and secure-by-design delivery approaches
  • Knowledge of identity and access management, data protection, compliance and operational resilience
  • Experience managing security risks, issues, dependencies and assurance activities through to resolution
  • Excellent stakeholder management, communication and influencing skills
  • Experience reporting to programme leadership and supporting decision-making through clear analysis and recommendations
  • Ability to balance delivery pace, governance requirements and security outcomes in fast-moving environments
  • Active SC Clearance

Desirable Experience

  • Oracle Cloud security or Oracle-enabled transformation programmes
  • Security design, assurance, controls and access management within large enterprise environments
  • Relevant certifications such as PRINCE2, Agile, ITIL, CISSP, CISM, ISO 27001, Oracle Cloud or equivalent

Please note: This is not a general Delivery Manager position. Candidates must be able to demonstrate direct ownership and leadership of security delivery, security assurance or security-focused workstreams. Experience limited to liaising with security teams or coordinating security stakeholders without overall accountability for security outcomes will not be sufficient.
