Scaffold Health & Safety Manager
The Scaffold Health & Safety Manager is the company's subject matter expert and competent person for scaffolding, access systems, and associated temporary works activities.
Role Overview
The role is responsible for developing, implementing, and maintaining Lawtech's scaffolding governance framework across all projects. This includes providing technical leadership, managing scaffolding assurance processes, developing company procedures, overseeing scaffold contractor performance, and ensuring compliance with all applicable legislation, standards, and client requirements.
The postholder shall work closely with Project Teams, Temporary Works Coordinators, Scaffold Designers, Principal Designers, Clients, and the supply chain to ensure scaffolding activities are effectively planned, managed, and monitored throughout the project lifecycle.
The role supports Lawtech's duties as Principal Contractor under CDM 2015 and provides strategic leadership in the management of scaffolding risks across the business.
Specific Responsibilities
Legislative and Industry Compliance
The postholder shall maintain compliance with, and provide competent advice regarding:

- Lifting Operations and Lifting Equipment Regulations 1998

- Control of Vibration at Work Regulations 2005
- BS 5975 Temporary Works Procedures
- NASC TG20 Compliance Guidance
- NASC SG4 Preventing Falls in Scaffolding Operations
- Building Safety Act 2022
- Relevant HSE Guidance and Approved Codes of Practice
Strategic Leadership
The Scaffold Health & Safety Manager is authorised to:
- Develop and maintain Lawtech's Scaffolding and Access Management Policy.
- Lead the continual improvement of scaffolding standards across the business.
- Establish scaffolding governance arrangements in line with legal requirements and industry best practice.
- Act as the company's technical authority for scaffolding and temporary access systems.
- Develop annual improvement plans, objectives, and targets for scaffolding safety performance.
- Provide regular performance reports to the Head of Health & Safety and Executive Leadership Team.

Scaffolding Governance & Assurance
- Establish and manage the company's scaffolding assurance programme.
- Undertake strategic inspections and audits across all projects.
- Lead investigations into significant scaffold-related incidents, dangerous occurrences, and near misses.
- Monitor scaffold compliance trends and identify recurring issues.
- Lead corrective action programmes arising from audits, incidents, and inspections.
- Ensure scaffold inspection regimes comply with Work at Height Regulations 2005.
- Develop and implement scaffold management procedures and standards.
Temporary Works Management
- Support implementation of BS 5975 Temporary Works Procedures.
- Work closely with Temporary Works Coordinators and Temporary Works Supervisors across all projects.
- Review scaffold-related temporary works documentation.
- Participate in design reviews and constructability workshops.
- Ensure scaffold-related temporary works risks are identified and controlled during project planning.
- Verify that scaffold designs are reviewed by competent designers and subjected to appropriate design checks.
Supply Chain Management
- Lead scaffold contractor prequalification assessments.
- Establish scaffold contractor performance monitoring processes.
- Monitor supply chain competence and ongoing compliance.
- Undertake formal audits of scaffold contractors.
- Participate in contractor selection and procurement activities.
- Develop preferred scaffold contractor frameworks.
- Escalate poor contractor performance where necessary.
Occupational Health Management
- Lead the management of occupational health risks associated with scaffolding activities.
- Ensure suitable arrangements exist for assessing:
- Noise exposure
- Hand-arm vibration
- Whole-body vibration
- Dust and silica exposure
- Manual handling
- Respiratory hazards
- Skin exposure and dermatitis risks
- Monitor emerging occupational health risks and industry developments.
Higher-Risk Buildings & Occupied Projects
- Support projects operating within occupied residential environments and Higher-Risk Buildings.
- Review arrangements for resident protection and public safety.
- Verify suitable measures are implemented for:
- Scaffold security
- Anti-climb controls
- Public interface management
- Resident communication
- Fire safety management
- Develop scaffold competency standards across the business.
- Review training requirements for scaffolders, supervisors, inspectors, and project teams.
- Deliver specialist scaffold and temporary works training.
- Support professional development of Scaffold Health & Safety Advisors.
- Maintain a competency matrix for scaffolding personnel and contractors.

Authority
- Stop any activity presenting an immediate risk to persons.
- Recommend suspension of scaffold operations where significant non-compliances exist.
- Reject inadequate scaffold RAMS and supporting documentation.
- Escalate significant compliance breaches directly to the Head of Health & Safety and Directors.
- Recommend removal of scaffold contractors from approved supplier status where serious failings are identified.
Collaboration
- All departments within Lawtech to foster a collaborative working environment and provide support wherever possible to help achieve the project's goals.
- Scaffold designers to review and support scaffold design processes, ensuring alignment with project needs and safety standards.
- Structural and temporary works engineers to coordinate on scaffold designs included within temporary works reports.
- Site Managers and Project Managers to align scaffolding activities with overall project plans and safety requirements.
- Scaffold Supervisors and Operatives to ensure safe working practices and compliance with procedures.
- Health & Safety Advisors and Officers to coordinate inspections, audits, and incident investigations.
- Procurement and Logistics Teams to manage scaffolding materials, equipment, and supply chain safety standards.
- Training and HR Departments to ensure scaffolders are properly trained, certified, and competent.
- External contractors and subcontractors to ensure consistent safety standards across all scaffolding operations.
- Regulatory bodies such as the Health and Safety Executive (HSE) to maintain compliance and support inspections.
- Environmental and Quality Assurance teams to integrate safety with broader site standards and sustainability goals.
