About The Role

  • Contract type: Permanent
  • Band & Salary: Band 3B - £46,701 - £56,963 per annum depending on skills and experience
  • Location: This role can be based at any corporate Network Rail office or Training Centre
  • Working pattern: Hybrid working: this role permits hybrid working, employees are expected to work from a Network Rail location for 60% of their weekly hours, typically 3 days for full time roles, pro-rata for part-time.
  • Closing date: Tuesday 1st September 2026 - please note in the event of a high number of applications, this role may close early. Late applications will not be accepted.

Main Responsibilities

  • Manage the development of Network Rail's apprenticeship and graduate schemes to achieve the scheme objectives including knowledge, skills, and behaviours to enhance the quality and impact of the learning experience.
  • Develop Network Rail's apprenticeship and graduate schemes aligned to the Education Inspection Framework (EIF) including quality of education, behaviours and attitudes, personal development, leadership, and management and safeguarding.
  • Working in Collaboration with Network Rail's Training Delivery team to develop the apprenticeship and graduate curriculum including technical training to meet scheme objectives.
  • Develop Network Rail's apprenticeship and graduate scheme to comply with the Education and Skills Funding Agency (ESFA) so that Network Rail remain compliant.
  • Promote and establish equity, diversity, and inclusion in the development of apprenticeship and graduate schemes to support Network Rail in becoming a truly diverse organisation.
  • Maintain and implement changes in rules, regulatory and best practice in internal and external forums in apprenticeships and graduates to develop Network Rail apprenticeship and graduate schemes.
  • Assess and gather understand our customer's current and future needs and identify cost effective and value add opportunities to address these through apprenticeship and graduate schemes aligned to the costs stack.
  • Identify potential apprenticeship and graduate training suppliers and End Point Assessment Organisations (EPAO) and manage the tender process through to completion.
  • Work in partnership with the Scheme Delivery Manager to transition scheme development into delivery.
  • Review collaboratively with Scheme Delivery Manager, Scheme Sponsor, and key stakeholders to monitor the effectiveness of the scheme and manage continuous improvement activities.

What are we looking for?

  • Knowledge of safeguarding
  • Knowledge of Ofsted and the wider Apprenticeship and funded training landscape
  • Experience of designing and developing a range of learning interventions
  • Experience of managing multiple projects
  • Experience of large-scale apprenticeships and graduate schemes
  • Experience of Microsoft 365
  • Experience of contractual and finance management

  • Experience of railway engineering or infrastructure operations
  • CIPD Level 5 Certificate in Learning and Development or Human Resources or relevant experience
