Job Overview
The Bursar is responsible for the financial and operational administration of the school, ensuring financial stability and sustainability. He/she is accountable to the Headteacher for day-to-day matters concerning the running of the school. In addition, the Bursar is required to align the school’s local financial and operational management practices with global group standards. The Bursar shall conduct regular coordination on financial matters and submit routine financial reports to the Group HQ CFO and the Singapore regional HQ Finance Director.

Key Responsibilities
Finance
- Full-set Finance Accounting: Manage daily bookkeeping, account reconciliation, fixed asset management and expense verification in accordance with UK GAAP and group policies; prepare monthly/quarterly/annual financial statements and operational analysis reports.
- Budget & Cost Control: Lead annual budget formulation, implement full-process budget monitoring, analyse budget variance, optimise operational costs, and submit regular financial performance reports to the group.
- Student Fee Management: Standardise the process of tuition, accommodation and miscellaneous fee collection, refund, scholarship deduction and account checking; maintain accurate fee ledgers and ensure consistent data with Chinese admission centres.
- UK Tax & VAT Compliance: Independently handle UK VAT declaration, corporate tax accounting and filing, keep tax documents fully archived, and respond to HMRC inquiries and inspections to ensure 100% local regulatory compliance.
- Cash & Banking Management: Oversee daily cash flow management, bank account operations and fund scheduling; maintain communication with Barclays and other banks for credit facility maintenance, loan renewal and post-equity-change financial procedures.
- Audit & Internal Control: Coordinate external annual audit and internal group audit, sort out supporting documents, and optimise campus financial management systems and internal control processes to mitigate operational and financial risks.
- Cross-border Collaboration: Align daily financial data, system implementation and business settlement with China and Singapore finance teams, support school brand licensing and cross-border education business development.
- File Administration: Manage the archiving and safekeeping of all financial vouchers, reports, tax and audit documents in compliance with UK and group requirements.

Grounds, Buildings and Facilities
- Overall supervision of major and minor developmental projects
- Maintenance and compliance of School buildings including accommodation, sporting and laboratory areas. Preparation of maintenance schedules and keeping of records
- The installation and maintenance of equipment for the detection, warning, protection and escape from fire ensuring that the necessary fire risk assessments are carried out
- The maintenance and efficiency of the installations and plant for electric and gas supply, heating, domestic hot water etc and management of their usage
- Ensure that catering areas meet the requirements for hygiene and food safety
- Ensure that the school is sufficiently clean and that housekeeping, including laundry is to an acceptable standard
- The maintenance of the lighting and ventilation in all School buildings
- Upkeep of playing fields, gardens
Commercial
- To actively seek opportunities for additional revenue from commercial activities through the use of School facilities and accommodation when not required for core School use
- The negotiation of contractual terms for and management of all commercial activities including the letting of School premises to outside organizations
Legal, External Accountability and Human Resources
- Overseeing and accountability in all areas of legal compliance, in particular Health and Safety (this could include acting as the Health and Safety lead within the school and conducting risk assessments where appropriate and monitoring all departments to ensure that they are carrying out risk assessments), employment law and procedures, including employment protection, equal pay, minimum wage, or discrimination on the grounds of sex, race or disability. To act as the Headteacher’s adviser on employment matters including disciplinary procedures and therefore ensuring that the School has appropriate disciplinary and grievance procedures
- Ensuring that all relevant staff have contracts of employment and keeping the School’s standard contracts up to date as new legislation takes effect
- Ensuring that the School has adequate insurance cover at all times to include employer’s liability, buildings and equipment cover, personal accident, travel insurance and other relevant cover. Professional advice should invariably be sought
- Arranging for staff accommodation and dealing with the letting of property to employees and third parties; ensuring that the appropriate leases and licenses to occupy are signed by the tenants
- Dealing with all legal and other matters that affect the School with the assistance of appropriate professional advisers
- Working closely with the Headteacher to ensure that the School has up-to-date policies in place in all areas

Human Resources
The Headteacher has overall responsibility of personnel and human resource issues at the school. However, the Bursar also has significant responsibilities for Human Resources such as:
- Acting as adviser to the Headteacher on all staff employment issues with specific responsibility for ensuring compliance with all relevant aspects of employment law and procedures. Preparing all documentation relating to disciplinary, grievance and connected legal matters
- Keeping abreast of developments in Employment Law and advising the Headteacher of any changes
- Supporting the recruitment process and the preparation and implementation of contracts of employment for all staff
- The assessment and implementation of pay scales for all staff, except the Headteacher and the Bursar, in conjunction with the Headteacher
- Payroll and PAYE: Prepare or review the monthly payroll and PAYE.
Person Specification for the role of Bursar
This role requires an exceptional candidate who will be a leader, good communicator and negotiator, an excellent organizer, a strong administrator and have a proven record of effective financial management and the leadership of teams within a services environment. The successful candidate will be flexible, energetic, creative and willing to go the ‘extra mile’. He/she will be positive, open-minded, team spirited, hardworking and be ready to develop and learn professionally.
Qualifications
- Bachelor’s degree or above in Finance, Accounting or related majors; ACCA / CPA / CIMA qualification is preferred.
Knowledge and Experience
The successful candidate may emerge from within or outside the educational sector but must have a proven and successful background in finance/accounting, including planning and control, general management and revenue generation. He or she will also have an awareness of some or all of the following:
- Company and charity law
- Contract, health & safety and employment law
- Project management
- Monitoring health and safety matters
- Marketing
- Leading teams providing support functions
