Scottish Water Enterprise - Engineering Solutions Manager
As Scottish Water Enterprise - Engineering Solutions Manager you will report to the Enterprise Managing Director and lead the strategic direction, performance and transformation of engineering, design and solution development across the SR27 Enterprise. Set common technical standards, develop optimised solutions and deploy specialist capability into four integrated programme teams, enabling safe, efficient and sustainable outcomes without assuming programme execution or P&L accountability.

- Lead engineering, design and solution development to support SR27 outcomes, milestones and quality standards
- Establish and lead an integrated engineering and solutions environment with common standards and clear accountabilities
- Shape Enterprise strategy, investment priorities, capability and operating-model evolution
- Safety, wellbeing & operational integrity: Model health, safety and wellbeing behaviours and ensure engineering decisions protect people, communities, supply chain and live assets
- Ensure appropriate assurance is undertaken for solutions and engineering designs and drive consistent engineering improvement and quality
- Build, sustain and deploy suitably qualified engineering and specialist resources across the Enterprise
- Lead the development and adoption of common engineering standards, products, solutions, delivery approaches, digital engineering methods and innovation to improve value, productivity, predictability, constructability and whole-life performance
- Lead the identification and development of optimised innovative solutions, driving value, carbon reduction, nature-based solutions and biodiversity gain
- Build strong relationships and work collaboratively across Enterprise partners and regional supply chain to ensure best for-Enterprise decisions and maintain consistent engineering approaches across all programme areas
- Own the engineering, design and technical assurance risk profile, ensuring reputational risks are identified, assessed, mitigated and escalated in line with Enterprise governance and Scottish Water requirements
Essential
What you’ll need:
- Senior leadership experience in large-scale capital programmes within water, utilities, infrastructure or another complex regulated sector
- Proven experience leading multiple multidisciplinary engineering teams and shared specialist solutions development functions across the full project lifecycle
- Strong commercial leadership capability, including engineering cost forecasting, resource planning, solutions affordability control, target cost or equivalent commercial models, enterprise-level performance management and value-for-money evidence
- Demonstrable commitment to health, safety, wellbeing and operational integrity in live asset and community environments
- Experience of collaborative, outcomes-based delivery models such as alliancing, partnering or equivalent integrated delivery arrangements, with the ability to model exemplar behaviours and lead high-accountability teams across organizational boundaries
- Ability to bring partner organisations together, building integrated teams and ensuring resourcing decisions are fair, objective and focused on Enterprise priorities
- Strong capability in enterprise-level integration, programme optimisation, production planning, work bank prioritisation, resource planning, supply chain capacity planning, partner mobilisation, delivery model standardisation, risk management, governance and assurance across multiple programme areas and partner organisations
- Demonstrable ability to drive efficiency and productivity through standardisation, digital enablement, unit cost improvement, innovation, carbon reduction and continuous improvement across design, engineering and solution development
- Excellent communication, influencing and relationship-building skills, with the ability to lead across organisational boundaries and engage senior stakeholders
