As part of our appointment to Scottish Water’s new Enterprise, we will deliver projects at sites across Scotland. Works will include major upgrades to treatment assets, new and enhanced networks, and resilience schemes that will benefit communities across the country.

Scottish Water Enterprise - Integrated Programme Manager – Water Networks
As the Scottish Water Enterprise - Integrated Programme Manager – Water Networks, you will report to the Enterprise Managing Director and lead the strategic delivery, performance, and transformation of the Water Networks programme. Integrate Scottish Water, Primary Designers, Asset Delivery Partners, and regional supply-chain partners to deliver long-term supply resilience, leakage, customer, operational, and regulatory outcomes.

This Enterprise Leadership Team role holds full programme P&L and delegated authority while implementing agreed Enterprise production standards within the programme.
Responsibilities
- Lead end-to-end delivery of the programme, achieving agreed SR27 outcomes, milestones, quality standards, and business plan commitments
- Build and lead a high-performing multidisciplinary team with clear accountabilities, aligned behaviours, and shared ownership of outcomes
- Contribute to Enterprise strategy, investment priorities, and continuous improvement as a member of the Enterprise Leadership Team
- Protect colleagues, partners, customers, communities, and live water network assets in line with Beyond Zero Harm ambitions
- Own programme budget, P&L, forecasting, affordability, value for money, and efficiency contribution within delegated authority
- Define and prioritise network improvements, confirming need, outcomes, scope, optioneering, affordability, and readiness before construction begins
- Maintain integrated plans, performance controls, reporting, and assurance to keep delivery on track
- Build scalable design, delivery, construction, commissioning, and specialist supply-chain capability ahead of demand
- Improve supply resilience, leakage, and mains performance while delivering lead pipe removal and network improvement outcomes
- Minimise customer disruption and manage community, roads authority, and live operational interfaces effectively

Essential
What you’ll need:
- Experience leading large-scale, multi-organisational delivery ecosystems through Enterprise, alliance, or comparable collaborative models
- Proven multidisciplinary leadership across programme management, design, construction, commissioning, and operational interfaces
- Strong programme definition, network work bank prioritisation, optioneering, and production-planning capability
- Strong commercial and financial capability, including forecasting, affordability, P&L, and target-cost models
- Experience of collaborative Enterprise, alliancing, partnering, or comparable outcomes-based delivery models
- Demonstrable commitment to safety, wellbeing, service continuity, and operational integrity in live-asset environments
- Ability to drive productivity, standardisation, innovation, unit-cost improvement, and carbon reduction
- Excellent communication, stakeholder, regulator, roads authority, and partner relationship skills
Desirable
- Relevant degree and/or professional membership
- Previous Enterprise delivery knowledge or experience
- Water networks experience
