City & Borough of Juneau, Engineering and Public Works Department is seeking to hire a Wastewater Treatment Plant Operator in one of our flex series positions, Wastewater Treatment Operator-in-Training I/II – Wastewater Treatment Operator (Flex).
NOTE: This position is flexibly staffed. The level of the job offer will be based on the selected candidate’s qualifications. If hired at the lower level, the successful applicant will be promoted to the higher level upon meeting the minimum qualifications for the higher level, completing the training plan and demonstrating competency in the work as determined by the supervisor.
This position welcomes both entry/trainee level candidates and experienced, certified wastewater treatment operators. Candidates with minimal to no experience may qualify for an on-the-job training program, while those with certification may qualify for reciprocity assistance. Supervisors/Leads will define work assignments, monitor progress, and provide feedback, with tasks becoming more advanced over time. Promotion eligibility is based on meeting minimum qualifications and specific criteria.

WORKING HOURS AND LOCATION
This position involves shift work that includes days, nights, weekends, holidays, and being on-call. Additionally, this position also requires recalls for emergencies and weather events. While the base of operations for this position is the Mendenhall Wastewater Treatment Facility, there is work required in and around the Juneau-Douglas and Auke Bay Wastewater Treatment facilities.
Typical Responsibilities
The position involves operating a wastewater treatment plant to maintain water quality, including determining sludge management, adjusting aeration basin parameters, and monitoring water flow and solids levels. The operator makes adjustments to the system based on flow and influent loading demands and monitors waste sludge tanks and digester operation. They also clean and maintain equipment, perform laboratory testing, operate emergency power generators, and check system pressure. Additionally, the role includes operating pumps and control systems, heavy equipment, and low-pressure boilers, as well as performing maintenance, recording data, and ensuring compliance with safety regulations.

Minimum Qualifications
Wastewater Treatment Plant Operator-in-Training I (Range 10) Step 1 $23.42 - Step 6 $27.59 hourly (DOQ)
Education:
- High school graduation or GED certificate.
License:
- A valid Driver's License at time of appointment and for continued employment.
Other:
- Within one (1) year of appointment must obtain a Wastewater Treatment Plant Operator Provisional (P) Certificate issued by the State of Alaska Department of Environmental Conservation. Incumbents are required to advance to the Wastewater Treatment Plant Operator level for continued employment.
- Attendance at and certification (as available) in CPR, First Aid and Confined Space Entry within six (6) months of appointment and for continued employment.
- Initial appointment to all FMCSA positions requiring a CDL will be made conditionally pending (1) receipt of verified negative results of pre-employment testing for controlled substances and (2) passing a 3-year drug & alcohol testing background check with previous DOT employers. Employees must register with the FMCSA Clearinghouse and provide CBJ with paper and electronic consent for a full query of the driver’s Clearinghouse record. Employee will then be subject to the City and Borough’s drug-testing program. https://clearinghouse.fmcsa.dot.gov/Register
- Position requirements include: the ability and willingness to work rotating day and night shifts, holidays, weekends, scheduled and emergency overtime, and be available for required on-call duty; performing work year-round; maintaining physical condition appropriate to the performance of assigned duties and responsibilities which may include walking, standing or sitting for extended periods of time and operating assigned equipment and vehicles.
Wastewater Treatment Plant Operator-in-Training II (Range 11) Step 1 $25.00 - Step 6 $29.45 hourly (DOQ)
Other:
- A valid Wastewater Treatment Plant Operator Provisional (P) Certificate issued by the State of Alaska Department of Environmental Conservation.
- Within one (1) year of appointment as a Wastewater Treatment Plant Operator-in-Training I, employee must obtain a Wastewater Treatment Plant Operator Level I issued by the State of Alaska Department of Environmental Conservation. Incumbents are required to advance to the Wastewater Treatment Plant Operator level for continued employment.

Assistant Wastewater Treatment Plant Operator (Range 15) Step 1 $32.51 - Step 6 $38.20 hourly (DOQ)
Education:
- High school graduation or GED certificate.
License:
- A valid Driver's License at time of appointment and for continued employment.
Certifications:
- A valid Class “A” State of Alaska Commercial Driver’s License valid for vehicles equipped with airbrakes and with Tanker (N)endorsement within one (1) year of appointment and for continued employment.
- A valid Wastewater Treatment Plant Operator Level II Certificate issued by the State of Alaska Department of Environmental Conservation.
- Within one (1) year of appointment as a Wastewater Treatment Plant Operator-in-Training II, employee must obtain a Wastewater Treatment Plant Operator Level II Certificate issued by the State of Alaska Department of Environmental Conservation. Incumbents are required to advance to the Wastewater Treatment Plant Operator level for continued employment.
