About CEPI
CEPI is an innovative partnership between public, private, philanthropic and civil organisations. Its mission is to accelerate the development of vaccines and other biologic countermeasures against epidemic and pandemic threats so they can be accessible to all people in need. Central to CEPI’s pandemic-beating plan is the ‘100 Days Mission’ – its goal to develop safe, effective and accessible vaccines against new threats in just 100 days.
CEPI’s work has delivered world firsts for vaccines against many of its priority pathogens including the first licensed Chikungunya vaccine, the first ever Lassa fever, Nipah and MERS vaccines to reach Phase II trials and the first Rift Valley fever vaccine candidate to be studied in Phase II in an endemic region. CEPI has also supported programmes to generate much-needed data to expand access to Ebola and Mpox vaccines. CEPI was among the first funders of COVID-19 vaccines, ultimately building one of the world’s largest portfolios, seven of which were licensed. The Coalition also conceptualised and co-founded COVAX, which delivered nearly two billion doses of COVID-19 vaccines to 146 countries, saving an estimated 2.7 million lives in lower-income regions.
Earlier this year, CEPI launched its CEPI 3.0 Strategy (covering 2027-2031) which will systematically reduce the likelihood and impact of epidemics and pandemics by driving the 100 Days Mission towards an operational reality.

About the role
CEPI is looking for a Senior Access Manager to join its End-To-End Access team in the Access and Business Development division. Reporting to the Director of End-to-End Access, this role is to co-create and operationalise the delivery of end-to-end access strategy and roadmaps, ensuring that priority-pathogen and viral-family investments are designed with equitable access considerations embedded before technical choices become fixed. This supports CEPI and its partners to prepare for and respond to epidemic or pandemic outbreaks. This is a full time fixed term position for 12 months. Interviews will be conducted on a rolling basis.

Responsibilities
- Provides access strategy input and support for selected CEPI priority pathogens and viral families teams including:
- Co-creates and evolves end-to-end access strategy pathways and roadmaps as part of Disease Strategic Roadmaps, coordinating and delivering initiatives/activity workstreams in support of this, often with external partners, and consistent with CEPI’s positioning within global and regional health eco-systems, and monitoring the roadmap deployment with partners to check if the ‘access gaps’ are being highlighted and solved for.
- Identifies, evaluates and addresses opportunities and issues within the end-to-end vaccine value chain, facilitating resolution and alignment in close cooperation with internal functions such as the Project Lead, R&D, Manufacturing, Business Development, Public Partnerships, Preparedness and Response, and Policy.
- Assesses and identifies external organisations and stakeholders to partner with on equitable access initiatives in support of the 100 day mission and CEPI 3.0 goals, contributing to and aligning with CEPI’s strategic relationships with priority global, regional and national institutions. Supports delivery of access activities such as end-to-end access roadmaps, demand forecasting, use-case analyses and workshops, access publications etc.
- Enables progress towards preparation for an outbreak (e.g. Ebola Bundibugyo) and support of an outbreak response, through internal and external coordination.
- Helps CEPI staff and collaborators see how they bring equitable access to life and input to equitable access initiatives.
Education, Experience and Competence
- Bachelors and/or Masters degree in life sciences, economics, public health, business administration or a relevant subject.
- Requires minimum 7+ years’ relevant access to medicines experience in biotech/pharmaceutical industry, public health organisations or pandemic preparedness partnerships. Vaccine development knowledge or introduction and implementation of vaccine programmes in low middle income countries preferred.
- Experience of working with matrixed cross-functional internal teams essential.
- Experience of working internationally with multiple external stakeholders strongly preferred.
- Self-starter with strong strategic planning and project management skills, business acumen and with a flexible, positive, proactive attitude.
- Takes ownership of their work and delivers solutions even when there may be ambiguity or competing priorities.
- Can challenge and disagree whilst maintaining good relationships then commit to path forward.
- Clear written, verbal and presentational communication skills, additional languages a plus.

Travel and Location Requirements
- This role will be based in CEPI’s office in London (UK), but applicants wishing to work in CEPI offices in Oslo (NO) or Washington D.C. (US) will be considered.
- CEPI operates using a flexible, hybrid working model.
- It will require some working across the US and Europe time zones and may require some travel to other countries as initiatives progress.
- CEPI will not be able to sponsor relocation or VISA assistance for this fixed term position.
