Borders & Trade is responsible for a complex portfolio of digital products and services that support international trade, customs processes, revenue collection and the production of trade statistics. These services are essential to the operation of the UK border and the administration of Customs and Excise duties.
As a Senior Agile Delivery Manager, you will provide delivery leadership across multiple multidisciplinary teams, driving the successful delivery of complex digital products and services from discovery through to live operation. You will create the conditions for teams to succeed, enabling effective collaboration, managing delivery risks and dependencies, and ensuring focus remains on delivering outcomes that matter for users and the organisation.
You will play a key role in developing delivery capability across Borders & Trade, coaching teams and stakeholders, supporting continual improvement, and helping to embed modern delivery practices across a complex and rapidly evolving environment.
This role sits within the Government Digital and Data Profession Product and Delivery family.
Job Description
As a Senior Agile Delivery Manager, you will be accountable for the successful delivery of complex digital products and services across Borders & Trade.
Working with senior business, operational and technical stakeholders, you will lead multiple multidisciplinary teams to deliver high-quality services that meet user needs, organisational priorities and strategic objectives.
You will create an environment where teams can thrive, supporting them to manage competing priorities, respond to changing requirements and continuously improve delivery performance. You will use data, evidence and insight to inform decision-making, provide clear delivery reporting, and maintain delivery momentum across complex delivery landscapes.
You will also contribute to the development of delivery capability across HMRC, coaching Agile Delivery Managers and delivery teams, sharing best practice and supporting the growth of a strong professional community.
The role requires excellent leadership, communication and problem-solving skills, with the ability to work confidently across organisational boundaries, influence senior stakeholders and navigate complex technical and operational environments.
Responsibilities
- Lead the delivery of complex digital products and services across multiple multidisciplinary teams by following Agile methodologies.
- Create the conditions for sustainable and predictable delivery by proactively managing risks, dependencies and organisational impediments.
- Provide leadership throughout the product lifecycle, from discovery and delivery through to live service.
- Build, develop and coach high-performing teams, supporting delivery professionals to strengthen capability and improve outcomes.
- Drive continuous improvement through the effective use of delivery metrics, performance data and team feedback.
- Establish strong collaborative relationships with business, operational, technical and commercial stakeholders, including external suppliers, where required.
- Influence decision-making and build alignment across competing priorities to support successful delivery outcomes.
- Ensure effective governance, planning, reporting, resource management and forecasting to support informed decision-making.
- Challenge ineffective processes and ways of working, improving delivery flow and organisational performance.
- Support the development of an Agile culture and delivery capability across HMRC through coaching, mentoring and contribution to professional communities and communities of practice.
- Promote modern Agile delivery approaches and help embed innovative ways of working that improve both team effectiveness and service outcomes.

Essential Criteria
- Significant experience leading the delivery of complex digital products or services through multiple multidisciplinary teams within a large-scale organisation using Agile methodologies.
- Experience balancing competing priorities, managing dependencies and maintaining delivery momentum across multiple teams, programmes or delivery workstreams.
- Strong practical experience of applying Agile and Lean delivery approaches and coaching teams, leaders and stakeholders to improve delivery performance, organisational agility and delivery maturity.
- Experience building trusted relationships and influencing senior business, operational, technical and supplier stakeholders to achieve successful delivery outcomes.
- Experience using delivery metrics, reporting, forecasting and performance insight to drive continuous improvement, manage delivery performance and support decision-making.
- Ability to identify, manage and resolve delivery risks, issues and blockers within complex technical and operational environments while maintaining focus on achieving outcomes.

Salary and Benefits
- Alongside your salary of £58,541, HM Revenue and Customs contributes £16,959 towards you being a member of the Civil Service Defined Benefit Pension scheme.
- HMRC operates both Flexible and Hybrid Working policies, allowing you to balance your work and personal commitments.
- We offer a generous leave allowance, starting at 25 days and increasing by a day for every year of qualifying service up to a maximum of 30 days.

Selection Process Details

- During the panel interview, you will be asked experience-based questions. You will be asked questions to assess your suitability for the role, questions will be reflective of the key responsibilities of the role and essential criteria.
- You will also be asked to prepare and deliver a 5-minute Experienced based presentation, further information will be provided prior to the interview.
