The Chief Digital Information Office delivers complex, high-value products and platforms that support HMRC’s strategic goals and improve outcomes for millions of users. We work in multidisciplinary teams using modern Agile delivery practices to deliver services at scale and improve outcomes for users.
Role Description
As a Senior Agile Delivery Manager, you will be accountable for the effective delivery of complex, high-risk digital services across multiple teams or initiatives. You will shape delivery approaches, manage systemic risks and dependencies, and act as a primary escalation point for delivery challenges.
You will play a critical role in improving delivery confidence, capability, and outcomes.
Job Description
You will optimise delivery flow across complex delivery environments, ensuring teams can deliver value effectively, sustainably, and at pace. Using expert Agile and Lean delivery practices, you will tailor approaches to context, coach Delivery Managers and teams, and work with senior stakeholders to resolve delivery challenges and manage trade-offs.
Operating across programmes or portfolios, you will influence delivery strategy, stakeholder alignment, and capability development. You will act as the main escalation point for delivery risks, issues, and dependencies that sit beyond the control of individual teams, reporting to a Head of Delivery or equivalent senior leader.
Person Specification
You are an experienced delivery leader who thrives in complexity and ambiguity. You bring strong judgement, credibility, and confidence, and are comfortable challenging ineffective practices while supporting teams to improve delivery outcomes.
You are a strong coach and mentor, able to develop Delivery Managers and multidisciplinary teams, and you communicate clearly and effectively with senior stakeholders. You balance pace, quality, and sustainability using evidence-based decision-making.
Key Responsibilities
- Lead Agile delivery across multiple complex product and platform teams.
- Act as the primary escalation point for delivery risks, issues, and dependencies.
- Optimise delivery flow by identifying and removing systemic blockers.
- Coach and mentor Delivery Managers and multidisciplinary teams.
- Shape and tailor Agile delivery approaches to suit context and complexity.
- Influence senior stakeholders to improve delivery confidence and outcomes.
- Drive continuous improvement in delivery practices, performance, and capability.
- Support governance of platform technical health, reliability, and sustainability.
Essential Criteria
- Proven experience leading Agile delivery across multiple teams in complex, high-risk digital environments.
- Experience managing cross-team dependencies, risks, and competing priorities.
- Evidence of improving delivery performance or flow (e.g., removing blockers, improving throughput, stabilising services).
- Strong experience coaching and developing Delivery Managers and teams.
- Ability to influence senior stakeholders and manage difficult delivery trade-offs.
- Strong organisational judgement and decision-making capability.
- Ability to operate effectively in fast-changing, high-pressure, or ambiguous environments.

Leeds Location
Moves Adjustment Payment will be available for this role, provided the successful applicant is a current HMRC colleague in Bradford and meets the eligibility requirements outlined in the HMRC’s Moves Adjustment Payment guidance.

Sift
In the event of a large number of applications being received, an initial sift may be held on the CV.
At full sift, your CV and Technical Statement will be assessed, with the successful candidates being invited to interview.

Interview
During the panel interview, your experience will be assessed to explore in detail what you are capable of. You will be asked a Technical Skills question based on Complex Agile Delivery.
Interviews will take place via video link. Sift and interview dates to be confirmed.
