Fixed Term SRHR Portfolio Manager
This role is a fixed term contract for to cover a maternity leave absence (12 months).
This is a high-impact opportunity to work at the heart of CIFF’s SRHR portfolio, combining rigorous research and analysis, strategic insight and grant management to help shape and deliver ambitious investments. Over the 12-month appointment, the postholder will play a central role in advancing commodity financing, helping to mobilise additional funding to close the family planning commodity gap and translate stronger financing into increased contraceptive access.
Role’s Responsibilities
Strategy & Planning
- Working alongside senior colleagues, collate and/or conduct analysis and research on specific projects and sector trends, as required, to support the SRHR Sector Senior Management Team (SMT) in determining future strategic priorities and setting operational plans.
- Provide and communicate global, regional, national and sectoral insights both verbally and in writing, which contribute to the strategy and planning process.
- Support the leadership team and in the organisation, coordination, documentation and professional presentation of outputs from the strategy and planning process.
Programme Development, Delivery & Performance
- Directly manage an existing grant portfolio of $100M of active grants, with mentoring from SRHR Managers and Directors, with a focus on:
- Monitoring and updating the global FP commodities gap and using this to crowd in additional financing for FP commodities
- Supporting analysis to enhance equitable access to SRHR commodity financing
- Accountable for grant-specific results (i.e. on-time & budget completion of domestic financing milestones, strong delivery on country pathways driving contribution to sector-level outcomes, such as a reduction in the FP commodity gap and increase in mCPR).
- Provide additional back-up management and administrative support, where needed, on complex large programmes in the Access portfolio.
- Coordinate development of new proposals taking progressively greater responsibility, including scoping research, analytics for board briefings or investment memos, drafting board documents, reviewing grantee budgets and coordinating internal and external stakeholders to deliver on time.
- Analyse portfolio and programme evidence to generate actionable insights that improve partner performance and inform new investments.
- Active management of cross portfolio commodity management by mapping demand against supply and regular cross team convening to anticipate and resolve issues pertaining to stockouts.
- Jointly monitor performance of the FP Access and Financing Mission with peer analysis where multiple investments and team members contribute, convening cross-teams to ensure portfolio is on track, course corrections are taken and new opportunities are acted upon.
- Lead the end-to-end administration of the grants management process (from concept formation through to final payment), suggesting improvements where appropriate, to enable the team to deliver and monitor its philanthropic activity efficiently and effectively.
- Ensure strong alignment and coordination between SRHR-led investments and those driven by other sub-teams (e.g., development finance, nutrition and Africa), supporting projects on those teams as needed, as well as seeking opportunities to collaborate across other CIFF teams.
- Lead timely, high-quality sector, portfolio and programme reporting, including board and investment reports, so colleagues and partners have accurate and relevant management information.
- Work closely with finance partner to coordinate the forecasting of grant payments, to enable effective cash flow management and reporting within the organisation.
- Act as ‘Super-User’ for a range of IT systems and databases for the team, ensuring they are deployed appropriately to optimise the efficiency and effectiveness of its work, and trouble- shooting issues if they arise.
- Define and embed proportionate monitoring and evaluation approaches for proposals and programmes, commission evaluations and analyse programme data.
- Review programme performance regularly with partners, identifying delivery risks and delays and agreeing timely corrective action.
- Manage risk by upholding and applying relevant due diligence and risk management practices across the portfolio and at every stage, to ensure the interests and reputation of the Foundation are protected.

Sector Knowledge and Profile-Building
- Manage CIFF investments and partnerships with key stakeholder such as UNFPA S and GFF, and act as lead CIFF contact for SCMU.
- Working closely with the relevant teams, build and maintain a range of relevant knowledge and information resources, to enable the team to access high quality intelligence, analysis and data to inform current and future programme activity.
- Build knowledge and expertise in equitable access to service delivery, becoming the team’s knowledge hub on effective demand generation and scale strategies.
- Undertake other specific research projects required, as directed by members of the team.
- Provide administrative support to assist in the production and presentation of high-quality thought leadership, PR and marketing materials for the team, ensuring compliance with corporate branding and communications guidelines.
Stakeholder and Partner Management
- Develop peer-level relationships within governments, social enterprises, NGOs, other foundations, local civil society, and beneficiary-led organisations.
- In accordance with corporate guidelines and requirements, maintain accurate and up-to-date records and systems on behalf of the team, to ensure CIFF can take a coordinated and professional approach to managing stakeholders and partners.
- Act as the first point of contact for external enquiries about the work of the Sector or requests to partner with CIFF, to ensure these are dealt with in a professional and timely way.
- Collate research and information on potential and current partners/stakeholders as required, to support the effective development of relationships and opportunities by the team.
Membership of the Team
- This role does not hold line management responsibility, but we expect all employees to demonstrate good leadership behaviours; this includes adopting a coaching approach with colleagues to help build skills, confidence and capability in particular areas, processes or procedures.
- As required, support on the planning and coordination of inductions for new joiners to the team, including acting as buddy and mentor for new analysts on the SRHR team.
- We operate a matrix structure so reporting lines can vary between specific aspects of the role.
Skills & Experience
- Experience in management of large delivery programmes, financing and norms change for SRHR with a focus on commodities.
- In-depth understanding of the analytics and assumptions supporting the global FP commodity gap
- Working knowledge of the global health financing architecture
- Ability to interpret and develop complex financial models, including forecasts, financial statements and budgets.
- Good knowledge of key debates within sexual and reproductive health and the key players.
- Previous analysis / research work experience in the private sector, public sector or an international development context
- Demonstrates professional, sound judgement; can think critically, objectively and strategically
- Ease with a variety of presentation styles and ability to adapt these for different audiences
- Strong interpersonal skills – engages with others to get the best out of them and works well as part of a team
- Effective organisational and project management skills; able to be flexible as priorities and needs change, and works well under pressure
- English is CIFF’s business language – we expect all of our people to display outstanding verbal and written communication skills across all aspects of their role
- Capacity to work in a range of cultural and socio-economic contexts, adapting style and approach appropriately and in a culturally sensitive manner to maximise effectiveness
- IT proficiency (most specifically in Microsoft Word, Excel and PowerPoint)
- Ability to work well independently; a motivated self-starter, with good initiative and problem-solving skills.

Salary and Benefits
- The starting salary for this role is £50,000.
- CIFF operates a hybrid work policy across all locations, which means employees work in the office and some of the time from home. We are happy to provide more information on this as part of the recruitment process.

- Annual leave - 25 days per annum. Increasing by 1 day after each year of service to a maximum of 30 days.
