About Ofcom
As the UK’s communications regulator, we’re delivering vital work to make communications work for everyone.
Our work covers everything from phones and broadband, through to online safety, TV and radio, the postal service, and wireless devices. We need people of all backgrounds, skill sets, and experiences to help us achieve our ambitions on behalf of the British public.
About the team you'll be part of
Ofcom's Economics and Analytics Group (EAG) is a dynamic, international team of around 120 applied microeconomists, data analysts, behavioural economists and finance experts. As experts in evidence, we provide thought leadership, technical and sector expertise, and financial and economic insights to shape policy and regulatory decisions.
Within EAG, the Financial Analytics team provides financial analysis, forensic accounting and modelling expertise across all sectors regulated by Ofcom, including telecoms, post, broadcasting and online safety. This role will primarily support the Online Safety Group (OSG), helping to ensure regulatory and enforcement activities are underpinned by robust financial evidence, sound judgement and effective financial governance. There may also be opportunities to support other areas of Ofcom, subject to business need.
The purpose and scope of the role
As a Senior Associate Financial Analyst within EAG supporting the OSG, you will play a key role in supporting the development and operation of Ofcom's Online Safety fees regime and providing financial analysis to support enforcement and regulatory activities.
The role combines financial analysis, stakeholder engagement, financial and economic modelling, and regulatory oversight, requiring strong analytical skills and the ability to communicate complex financial matters clearly to both technical and non-technical audiences.
At Ofcom, you will have the opportunity to:
- Contribute to one of the UK's most significant new regulatory regimes, applying your financial expertise to complex regulatory challenges while working alongside specialists from a range of disciplines and influencing decisions that help make the online world safer.
Your Key Responsibilities
You will collaborate with economists, policy professionals, lawyers, technologists, operational teams and enforcement specialists across Ofcom.
- Support the operation and ongoing development of Ofcom's Online Safety fees regime, including reviewing financial submissions, assessing reported revenues and supporting fee calculations, invoicing and cost recovery activities.
- Perform financial analysis and reconciliations using statutory accounts, management information and other supporting evidence, identifying anomalies, inconsistencies and potential risks within submitted financial information.
- Produce management information, revenue reporting and financial insights to support monitoring of fee regime performance and industry revenues.
- Conduct financial analysis to support compliance assessments, investigations and enforcement activity, including reviewing financial records, corporate structures and revenue streams.
- Prepare and present robust financial evidence and analytical outputs to support regulatory decision-making, appeals, challenges and information requests.
- Work closely with legal, policy and enforcement teams to ensure financial evidence is accurate, defensible and clearly documented.
- Develop and maintain financial models to support revenue assessments, forecasting, scenario analysis and business planning activities.
- Gather, analyse and interpret complex financial and operational datasets, delivering accurate, transparent and evidence-based insights.
- Act as a financial subject matter expert, supporting internal and external stakeholders and explaining complex financial matters clearly and effectively.
- Build productive working relationships with multidisciplinary teams, regulated services and external organisations.
- Identify opportunities to improve processes, reporting, analytical methodologies and quality assurance frameworks, contributing to the continuous development of Ofcom's financial analytical capability.

I’m in my final year doing Economics and I don’t know whether to apply for grad schemes now or do a masters first. What do you think?
Honest answer — it depends on where you want to end up. A lot of top grad schemes (Big 4, civil service, banking) don’t need a masters. Let’s look at the ones you’d be competitive for now, and we can decide if a masters actually adds anything.
Also worth knowing: most autumn 2026 applications are open now. Timing matters more than you think.

Grad scheme, placement, apprenticeship? Not sure what you want yet — that's fine. Your agent talks it through with you and turns "I have no idea" into a shortlist.
