Level: Senior Manager
Salary: £80,000 - £115,000
About the Senior Bid & Solutions Manager Role
We are looking for an experienced Senior Bid & Solutions Manager to lead the development of winning solutions for complex managed service opportunities.
We have two roles, one focusing on Public Sector and the other on Financial Services.
This is a highly strategic Senior Bid & Solutions Manager role that combines bid leadership, solution design, commercial thinking, and compelling proposal writing. You will take ownership of the end-to-end bid solution, ensuring every submission is customer-focused, commercially robust, operationally deliverable, and aligned to evaluation criteria.
Working closely with operational, commercial, finance, and subject matter experts, you will shape opportunities from qualification through to contract award, creating bid responses that clearly demonstrate value, innovation, transformation, and social impact.
This is a business-led role, focused on designing and articulating outstanding service solutions rather than technical architecture.
What You'll Be Doing as a Senior Bid & Solutions Manager
Bid Leadership & Opportunity Development
- Lead the qualification and strategic shaping of major Public Sector or Financial Services opportunities.
- Analyse procurement documentation including ITTs, RFPs, Framework Call-Offs, DPS opportunities, and SQs.
- Develop win strategies, value propositions, and bid themes that align with customer priorities and evaluation models.
- Facilitate bid kick-offs, solution workshops, storyboarding sessions, and governance reviews.
- Drive bid activity from initial opportunity assessment through submission and contract award.

Solution Design & Service Development
- Design end-to-end managed service solutions that are innovative, scalable, and commercially viable.
- Create operating models, governance structures, service delivery frameworks, and transformation roadmaps.
- Develop workforce, demand, resource, and capacity models that support operational delivery.
- Define transition, mobilisation, and change management approaches that minimise risk and maximise customer outcomes.
- Ensure all proposed solutions are compliant with public sector regulatory, contractual, and governance requirements.
Bid Writing & Proposal Excellence
- Lead the development of high-quality written responses for complex Public Sector or Financial Services.
- Produce compelling submissions covering:
- Service Delivery Models
- Operating and Governance Frameworks
- Transition & Mobilisation
- Transformation & Continuous Improvement
- Social Value
- Risk Management & Assurance
- Innovation & Customer Experience
- Ensure responses are fully compliant, evidence-based, and tailored to scoring methodologies.
- Review and enhance content produced by SMEs and wider bid contributors, ensuring consistency, quality, and impact.
Commercial & Stakeholder Management
- Work closely with commercial and finance teams to align solution design with pricing strategy.
- Support the development of compelling commercial narratives and value-for-money propositions.
- Identify contractual risks, assumptions, dependencies, and mitigations throughout the bid process.
- Present solutions and recommendations to senior stakeholders, bid governance boards, and executive sponsors.
- Lead bid-to-delivery handovers to ensure successful mobilisation and contract implementation.

Leadership & Continuous Improvement
- Mentor and coach colleagues in bid management, solutioning, and proposal writing best practice.
- Promote high standards of bid governance, compliance, and quality assurance.
- Contribute to continuous improvement initiatives, reusable content libraries, and bid methodologies.
- Support the development of a culture focused on bid excellence and winning outcomes.
What We're Looking For
- Extensive experience leading bids and designing solutions for Public Sector or Financial Services managed service, outsourcing, or transformation opportunities.
- Proven track record of delivering successful, high-value Public Sector or Financial Services tenders.
- Strong understanding of public sector procurement frameworks, commercial models, and evaluation methodologies.
- Exceptional bid writing and proposal development skills.
- Experience developing operating models, service design frameworks, and transformation programmes.
- Strong commercial awareness with the ability to balance customer requirements, deliverability, and profitability.
- Experience integrating social value commitments into public sector proposals.
- Excellent stakeholder management and facilitation skills.
- Ability to influence and engage senior leaders, customers, and governance forums.
- Experience leading virtual bid teams and coordinating multiple contributors under tight deadlines.
