The Role
You'll lead the strategic development of major opportunities across areas including:
- Water utility frameworks and AMP programmes
- Environmental and sustainability services
- Digital transformation initiatives
- Asset management programmes
- Strategic resource options
- Flood and coastal resilience projects
- Major infrastructure schemes
Working collaboratively across the business, you'll develop and implement capture strategies, shape client-focused solutions and provide strategic leadership throughout the bid lifecycle.
Key Responsibilities
Opportunity Development & Capture Planning
- Lead capture planning and opportunity-shaping activities for key pursuits.
- Work closely with the Client Services Group to identify and prioritise strategic opportunities.
- Use client insight, market intelligence and competitive analysis to inform pursuit strategies.
- Facilitate capture planning, client intelligence and strategy workshops.
- Support bid/no-bid decisions through strategic assessment and risk analysis.
- Identify risks and barriers to success early and develop mitigation strategies.
- Help position Binnies positively ahead of future procurement opportunities through client-focused engagement and thought leadership activities.
Win Strategy & Competitive Positioning
- Develop clear, evidence-based win strategies for major frameworks and tenders.
- Analyse competitors, market trends and client priorities.
- Identify key differentiators and competitive advantages.
- Translate insights into actionable strategies that improve win probability.
- Align pursuit activities with business objectives and growth ambitions.

Winning Themes & Proposal Development
- Lead workshops to create compelling winning themes and value propositions.
- Develop persuasive, client-focused proposal messaging.
- Produce strategic content, executive summaries and presentation narratives.
- Ensure a consistent and compelling story runs throughout submissions and interviews.
- Coach technical contributors on effective bid writing and storytelling techniques.
- Review and strengthen proposal content to maximise quality, differentiation and scoring potential.
Strategic Bid Leadership
- Provide strategic leadership throughout the bid process.
- Facilitate brainstorming, solution development and storyboarding workshops.
- Challenge thinking and encourage innovative, client-focused approaches.
- Influence senior stakeholders across technical, operational and commercial teams.
- Lead strategic reviews and challenge sessions to strengthen bid submissions.
- Guide teams through structured review processes to ensure submissions are compliant, compelling and aligned with win strategies.
- Translate account intelligence, client feedback and relationship insights into effective proposal messaging and capture plans.
Knowledge, Innovation & Continuous Improvement
- Lead win/loss reviews and capture lessons learned from major pursuits.
- Contribute high-quality content and best practice to knowledge management systems.
- Champion the use of AI and emerging technologies to improve bid effectiveness and efficiency.
- Support continuous improvement and knowledge sharing across the business.

About You
We're looking for someone who can combine strategic thinking with outstanding communication and influencing skills.
You'll Ideally Bring
- A strong track record in bid strategy, capture management, pursuit leadership or bid management.
- Experience developing winning strategies for major frameworks, programmes or complex opportunities.
- Experience within the water, environmental, infrastructure or related sectors.
- Strong capture planning and client engagement capability.
- Expertise in workshop facilitation, competitive positioning and solution development.
- Excellent writing, editing and storytelling skills.
- Strong stakeholder management and influencing abilities.
- Experience leading bid reviews, challenge sessions and pursuit workshops.
- Commercial awareness and the ability to balance client needs with business objectives.
- Experience using structured bid methodologies, such as Shipley, to improve bid quality and win rates.
- Knowledge of relationship-based account management approaches and the use of client insight to inform opportunity development.
- Confidence using Microsoft Office, AI tools and bid management platforms.
