The Role

This is a senior position responsible for identifying, coordinating and managing bid opportunities from initial assessment through to submission and contract award. The successful candidate will be responsible for developing robust bid processes, maintaining a pipeline of opportunities, coordinating multidisciplinary technical teams and producing high-quality submissions across a diverse range of consultancy, construction, property and compliance services. This is not a sales or business development role. The focus is on bid leadership, governance, proposal development, compliance and tender delivery.

Key Responsibilities

Opportunity Management

  • Monitor procurement portals, framework providers and tender platforms.
  • Identify suitable public and private sector opportunities.
  • Assess opportunities against strategic objectives, capability and resource availability.
  • Maintain a live pipeline of opportunities and bid tracker.
  • Prepare recommendations for bid/no bid decisions.

Bid Leadership

  • Lead the end-to-end bid process from opportunity identification to submission.
  • Develop bid programmes and coordinate bid activities.
  • Chair bid kick-off, progress and review meetings.
  • Manage submission deadlines and ensure compliance with tender requirements.
  • Coordinate clarification questions and responses.

Proposal Development

  • Prepare high-quality written submissions.
  • Draft executive summaries, methodology statements and quality responses.
  • Coordinate technical input from subject matter experts and operational teams.
  • Ensure submissions are compelling, compliant and aligned with client requirements.
  • Develop clear win themes and differentiators.

Framework Applications

  • Manage framework applications, dynamic purchasing systems, pre-qualification submissions and mini-competitions.
  • Coordinate supporting information and evidence requirements.
  • Maintain framework calendars and renewal schedules.
  • Support the mobilisation of successful framework appointments.

Knowledge Management

  • Develop and maintain a central library of:
    • Case studies
    • Project sheets
    • Staff CVs
    • Corporate information
    • Policies and procedures
    • Standard quality responses
    • Testimonials and references
  • Continuously improve the quality and efficiency of future submissions.

Bid Governance and Continuous Improvement

  • Establish and maintain bid management procedures.
  • Create responsibility matrices and bid workflows.
  • Implement quality assurance and review processes.
  • Capture lessons learned from successful and unsuccessful submissions.
  • Monitor bid performance and identify opportunities for improvement.

Essential Requirements

  • Proven experience in a Bid Manager or Senior Bid Manager role.
  • Experience managing complex public and private sector tender submissions.
  • Strong understanding of UK procurement and tendering processes.
  • Exceptional written communication and proposal development skills.
  • Experience coordinating multidisciplinary teams.
  • Excellent organisational and project management skills.
  • Ability to manage multiple concurrent submissions.
  • Strong attention to detail and commitment to quality.

Desirable Requirements

  • Experience within consultancy, construction, engineering, property or professional services sectors.
  • Experience managing framework applications and public sector procurements.
  • Familiarity with procurement portals and tender management systems.
  • APMP qualification or equivalent.
  • Experience developing bid governance procedures and submission workflows.
