About The Project
Transport for London (TfL) has awarded Indra a long-term contract to operate, develop, enhance and expand ticketing and access control systems across London's transport network through to 2034, with extension options to 2039.
This programme covers the maintenance, operation and evolution of a large-scale, complex ecosystem, including turnstiles, validators, ticket machines, sales terminals, back-office systems, payment gateways, IT infrastructure and cybersecurity that supports over 8.6 million daily journeys.
Therefore, Indra will become TfL's strategic technology partner to guarantee the operation and evolution of the world's largest and most sophisticated ticketing system. Following a transition period of approximately two years, Indra will serve as the sole provider across the network that includes more than 8,500 buses, nearly 400 Underground stations, around 300 rail stations (Overground, DLR, Elizabeth Line and suburban services), 4,000 Oyster Card outlets, seven customer service centres, and 24 river boat boarding points.

Drawing on over 30 years of experience in urban public transport solutions, Indra will manage and evolve all aspects of the system. The project also envisages, in partnership with TfL, the implementation of new technologies to develop the system, make it more efficient and automate key processes; in short, to jointly create the next generation of the ticketing system for London.
About The Role
The Senior Business Analyst will define, analyse, validate and manage the business, functional and non-functional requirements associated with Technical Changes under the Proteus Contract.
The role will ensure that requirements and solution deliverables are aligned with contractual obligations, operational needs, Technical Authority expectations and assurance and acceptance requirements. Working across Technical Change, OSS, TTS, Reporting and service transition, the postholder will provide the link between TfL SMEs, operational teams, architects, service designers and delivery teams.
Requirements
Key Responsibilities
- Identify, analyse, document and validate business, functional and non-functional requirements
- Interpret Proteus contractual obligations and translate them into clear, measurable and testable requirements
- Maintain traceability from contractual and business requirements through design, implementation, testing and acceptance
- Facilitate requirements workshops and reviews with business, operational, technical and contractual stakeholders
- Review Requirements Documents, System Impact Assessments, HLDs, LLDs, interface specifications and Service Acceptance Criteria
- Support Technical Change governance, Technical Authority Meetings and service assurance activities
- Identify requirements gaps, risks, assumptions, dependencies and compliance issues
- Assess the operational, process, data, reporting and tooling impacts of proposed changes
- Maintain approved requirements baselines and support impact assessment and change control
- Ensure that appropriate evidence demonstrates how requirements have been implemented, tested and accepted
Knowledge Required
- Ability to interpret contractual, regulatory or governance obligations and convert them into actionable requirements
- Understanding of IT service management and Technical Change processes
- Familiarity with Technical Authority governance and service assurance frameworks
- Understanding of systems integration, interfaces, data flows and operational reporting
Skills & Experience
- Substantial Business Analysis experience within complex IT transformation, systems integration or managed service environments
- Proven experience defining and validating business, functional and non-functional requirements
- Strong requirements management and traceability experience, including Requirements Traceability Matrices
- Experience supporting formal governance, assurance, compliance or acceptance processes
- Experience reviewing technical and service design documentation
- Strong workshop facilitation, stakeholder management and communication skills
- Ability to work across multiple organisations, suppliers and delivery workstreams
- Strong analytical, problem-solving and documentation skills
- Experience using enterprise requirements management and traceability tools such as IBM DOORS / DOORS Next, Jira, Azure DevOps or equivalent
- Experience within managed service, outsourcing, transport, public-sector or regulated environments
- Experience supporting service transition, supplier transition or multi-supplier delivery
