Location: Birmingham (Hybrid Working)
Contract: Initial 6-Month Contract
Hays are working in partnership with a local authority to recruit a Senior Business Analyst to support a range of transformation initiatives across SEND, Education, and Children's Services. This is an exciting opportunity to play a key role in delivering meaningful change that improves outcomes for children, young people, and families.
As a Senior Business Analyst, you will be responsible for understanding and analysing user and business needs, translating these requirements into strategic transformation objectives, and supporting the delivery of complex programmes and projects across the organisation. You will work closely with stakeholders, multidisciplinary teams, and service areas to identify opportunities for improvement, enhance service delivery, and contribute to the Council's wider digital transformation agenda.
Key Responsibilities
- Lead business analysis activities across complex, high-profile, and interdependent programmes and projects.
- Engage with stakeholders across SEND, Education, Children's Services, and wider Council departments to understand challenges and requirements.
- Analyse and articulate user needs, ensuring they are translated into clear business outcomes and transformation objectives.
- Create research and analysis plans to support service improvement and product development.
- Develop business processes, service maps, customer journeys, and scenarios to test and redesign services throughout their life cycle.
- Use qualitative and quantitative data to measure value, inform decision-making, and track benefits realisation.
- Identify common user needs across the organisation to support service standardisation and improvement.
- Work collaboratively within multidisciplinary product and project teams to support successful delivery.
- Lead and mentor junior Business Analysts, supporting capability development and promoting best practice.
- Act as an ambassador for business analysis across the organisation, coaching teams on effective analysis techniques and digital transformation methodologies.
- Contribute to the Business Analysis community by helping to set standards, guidance, and behavioural expectations.
- Support the development of product strategies and the continuous improvement of services.

About You
To be successful in this role, you will have:
- Proven experience working as a Senior Business Analyst within large and complex organisations.
- Experience supporting transformation, change, or digital programmes.
- Strong stakeholder management and engagement skills across multiple levels.
- Experience facilitating workshops, gathering requirements, and producing detailed analysis documentation.
- Ability to create process maps, user journeys, service blueprints, and business cases.
- Experience working with data and evidence to support decision-making.
- Strong understanding of business analysis methodologies and best practice.
- Previous local government, SEND, Education, Children's Services, or public sector experience would be highly desirable.
- Excellent communication, influencing, and leadership skills.
