Role Overview
We are looking for an experienced Senior Business Analyst to take ownership of the Master Requirements Traceability Matrix (RTM) for a major central government Facilities Management transformation programme.
This is a senior assurance-focused role requiring strong requirements governance, formal sign-off authority, and the confidence to operate across multiple workstreams and government departments.
Key Responsibilities
- Own, maintain, and govern the Master Requirements Traceability Matrix across the programme.
- Ensure client department standards, public interest assessment criteria, and programme requirements are captured accurately.
- Map procurement specification outputs and target operating model deliverables against the agreed RTM.
- Act as the formal integration gatekeeper across two linked sub-projects.
- Review requirements coverage, identify gaps, inconsistencies, and duplication, and drive appropriate resolution.
- Provide formal assurance and sign-off that deliverables align with the approved requirements baseline.
- Establish and maintain requirements governance, change control, and traceability standards.
- Work with senior stakeholders across multiple departments to validate requirements and clarify accountability.
- Produce clear assurance reports, exception logs, decision papers, and governance updates.
- Support programme governance and assurance gateways with robust evidence and documentation.
- Challenge workstream outputs where traceability, alignment, or completeness cannot be demonstrated.
- Maintain independence from delivery teams while working collaboratively to resolve issues.
- Support continuous improvement of requirements management and assurance processes.

What we’re looking for
- Significant experience as a Senior Business Analyst, Lead Business Analyst, or Requirements Assurance Lead.
- Demonstrable ownership of a complex Master Requirements Traceability Matrix.
- Experience working across multi-workstream transformation programmes.
- Evidence of formal sign-off, gatekeeper, or assurance authority.
- Strong understanding of requirements governance, traceability, change control, and assurance.
- Central government or wider public sector experience, ideally across more than one organisation.
- Familiarity with government assurance gateways and public interest assessment criteria.
- Experience working across procurement, target operating model, or Facilities Management transformation environments.
- Strong stakeholder management skills, including engagement with senior leaders and multiple departments.
- The ability to challenge constructively and maintain independence from delivery workstreams.
- Strong written communication, analytical, and governance capability.
- Confidence working within complex, politically sensitive, and highly scrutinised environments.
- Willingness to travel across the UK, including regular attendance at key offices in London and Birmingham.
