We’re looking for a Senior Business Analyst to lead and deliver high-quality business analysis across one or more business areas. You’ll work in a dynamic, agile environment, collaborating with multidisciplinary teams and senior stakeholders to drive transformation and continuous improvement.
This role may require occasional travel across the UK, including overnight stays. Your office location is contractual, and attendance at that location will be expected as required by the business.

You’ll be part of HMRC’s Business Analysis Practice, within the Chief Digital Product Office (CDPO), which sits in the Chief Digital Information Office (CDIO). You’ll be assigned to one of our work areas which includes:
- Business Tax
- Personal Tax
- Customer Engagement
- Finance & Corporate Services
- Response, Exceptions & Analytics
- Security and Resilience Portfolio
- Valuation Office
Key Responsibilities
Business Analysis Delivery:
- Lead the planning and execution of business analysis activities across projects and programmes.
- Apply BA Practice principles, standards, and methodologies to ensure consistent, high-quality outcomes.
- Identify and define business problems, opportunities, and solutions through evidence-based analysis.
- Work independently or as part of a delivery/scrum team throughout stages of the delivery lifecycle.
Leadership & Mentoring:
- Provide guidance and support to Business Analysts within your area.
- Act as a mentor and escalation point, promoting best practice and professional growth.
Stakeholder Engagement & Collaboration:
- Build strong relationships with stakeholders across business and technical domains.
- Facilitate workshops, interviews, and other engagement activities to gather and validate requirements.
- Communicate findings and recommendations clearly to varied audiences.
Work Allocation & Planning:
- Manage and assess current and future work allocations.
- Collaborate with planning and delivery teams to understand pipeline demand.
- Optimise resource allocation and prioritisation across projects.

Essential Criteria
- Extensive experience as a Business Analyst in complex enterprise environments.
- Proven ability to operate in highly complex problem spaces across multiple business domains.
- Demonstrated leadership within the BA community, internally and externally.
- Strong stakeholder management at senior levels.
- Experience in people or functional management (e.g., line management, coaching).
- Collaborative and mentoring mindset, supporting BA development.
- Experience working in agile, digital, or transformation programmes.
Desirable Criteria
- Experience mentoring or supporting junior analysts.
- Familiarity with government or public sector environments.
- Participation in professional BA communities or forums.

Leeds Location

Salary and Benefits
