Job Description
Role Summary
The Technical Business Analyst will support Technical Delivery Service by completing a Discovery Phase for the ODS Modernisation Phase 2 project; migrating the RDS Cache Database to ODS2 using Cloud WAN and repointing scores of interfaces.
They will support the project priorities, dependencies, risks, opportunities, and strategic alignment. The role will work across multiple delivery teams, architecture functions, and stakeholders to provide analysis, governance support, roadmap planning, and definition of solution.
Key Responsibilities
Business Analysis & Discovery
- Analyse programme objectives, business needs, risks, constraints, and dependencies.
- Elicit, document, and manage business requirements, as is processes and support the new solution and to be using workshops, interviews, and stakeholder engagement.
- Produce clear and concise analysis artefacts, recommendations, and decision papers.
- Support discovery and definition activities for the project.
Stakeholder Management
- Build effective relationships across HMRC, programme teams, architecture, delivery, and operational stakeholders.
- Facilitate workshops, governance forums, show-and-tell sessions, and planning meetings.
- Present analysis findings and recommendations to senior stakeholders.

Governance & Delivery Support
- Support programme governance, reporting, risk management, and decision-making processes.
- Track actions, risks, assumptions, issues, and dependencies.
- Contribute to monthly reporting and delivery management activities.
SoW & Initiative Definition
- Support the development of Statements of Work, business cases, roadmaps, and delivery plans.
- Define scope, objectives, deliverables, assumptions, dependencies, and expected outcomes for new initiatives.
- Ensure outputs are aligned to programme and HMRC strategic objectives.
Required Skills and Experience
Essential
- Proven Senior Business Analyst experience within large-scale digital transformation programmes.
- Strong requirements elicitation, analysis, modelling, and documentation skills.
- Experience managing complex stakeholder groups and facilitating workshops.
- Demonstrable experience identifying and managing risks, issues, assumptions, and dependencies.
- Experience producing high-quality governance and delivery documentation.
- Strong written and verbal communication skills.
- Experience using Jira, Confluence, Miro, Visio, or equivalent collaboration tooling.
- Ability to work independently with minimal supervision.
Desirable
- Experience within government or public sector environments.
- Experience working within AWS, migration, and databases.
- Understanding of enterprise architecture and strategic planning.
- Knowledge of Agile, Scrum, and Government Digital Service (GDS) delivery approaches.

Expected Deliverables
The successful candidate will be expected to:
- Produce requirements, impact assessments, options papers, and stakeholder communications.
- Document dependencies and alignment activities across programmes.
- Support governance forums and reporting activities.
- Define and contribute to SoW development and roadmap planning.
- Ensure decisions, actions, and outcomes are documented and traceable.
- Lead complex analysis activities across multiple workstreams.
- Operate confidently with senior business and technical stakeholders.
- Drive consensus across competing priorities and stakeholder groups.
- Translate strategic objectives into actionable delivery outcomes.
- Deliver high-quality analysis products with limited oversight.
Success Measures
- Stakeholder engagement activities completed and documented.
- Risks, issues, assumptions, and dependencies identified and managed proactively.
- Governance outputs delivered on time and to the required quality.
- Statements of Work and initiative definitions produced and approved through governance processes.
- Positive stakeholder feedback on analysis, collaboration, and delivery support.
