The Department for Business, Innovation, Science and Trade (BIST), in partnership with Inspire People, is seeking a Senior Business Analyst with strong digital business analysis expertise to lead complex change initiatives within multidisciplinary teams. Permanent, Grade 7 opportunity with a salary range £60,732 to £71,296 (dependent on location and technical assessment) plus excellent Civil Service benefits and 29% employer pension contribution. Flexible, hybrid working from London, Cardiff, Darlington, Edinburgh, Belfast, Birmingham or Salford.
Drive Digital Change Across Government
BIST helps businesses invest, innovate, export and grow across the UK. Within the Digital, Data and Technology (DDaT) directorate, you'll work on digital services, data platforms, AI-enabled products, cyber security services and internal technologies that support critical government operations.
As a Senior Business Analyst, you'll play an important role in identifying complex business challenges, understanding user needs and shaping solutions that deliver measurable outcomes.
Working across portfolios, products and services, you'll collaborate with senior stakeholders, delivery teams and technical specialists to ensure services are aligned with both organisational strategy and user needs.
You'll also help build and strengthen the Business Analysis profession, mentoring colleagues, promoting best practice and contributing to a thriving community of practice.
As a Senior Business Analyst, you will:
- Lead the analysis of complex business and user challenges, identifying opportunities for improvement and transformation
- Define business capabilities and requirements that support strategic objectives and organisational change
- Drive business process improvement and process re-engineering initiatives
- Collaborate closely with Product Managers, Service Owners and Delivery Managers to influence delivery priorities
- Use evidence-based analysis to assess options and recommend solutions

Essential skills for the Senior Business Analyst include:
- Lead business analysis in a digital environment, including mentoring colleagues and supporting delivery teams.
- Assess complex business challenges, define analytical approaches and develop recommendations aligned to strategy and user needs.
- Define and prioritise business analysis activity and requirements within Agile delivery environments.
- Lead stakeholder engagement, manage conflicting priorities and build agreement around business and user needs.
- Analyse and improve business processes using modelling, testing and usability techniques, while championing DDaT standards and multidisciplinary working.
Desirable skills for the Senior Business Analyst include:
- Experience working across portfolios containing multiple products, services or programmes
- Exposure to large-scale organisational transformation initiatives
- Experience operating within complex government, public sector or enterprise environments
Salary:
Salary is dependent on location and technical skills as assessed at interview.
- London based range: £64,732 to £71,296
- National range: £60,732 to £67,296

- Hybrid working includes 40% in-office working / month (typically 2 days/week), hours are flexible and condensed hours are an option. Office locations are: London, Cardiff, Darlington, Edinburgh, Belfast, Birmingham or Salford.
