Senior Business Case Manager

We are seeking an experienced Senior Business Case Manager to lead the development, review, and delivery of high-quality business cases within a complex programme environment.

The successful candidate will be responsible for leading business case development in accordance with HM Treasury Green Book and Five Case Model methodologies, ensuring investment decisions are supported by robust analysis, evidence-based recommendations, and demonstrable value for money.

The role requires significant stakeholder engagement across senior leadership, project teams, SMEs, finance, commercial, and governance functions, with responsibility for challenging assumptions where appropriate and driving agreement on preferred options, benefits, and strategic outcomes.

Key Responsibilities

  • Lead the planning, development, drafting, and review of Strategic Outline Cases (SOC), Outline Business Cases (OBC), and Full Business Cases (FBC).
  • Ensure business cases comply with HM Treasury Green Book guidance and Five Case Model standards.
  • Develop robust strategic, economic, commercial, financial, and management cases.
  • Challenge assumptions, evidence, and recommendations provided by stakeholders and subject matter experts.
  • Lead stakeholder workshops and engagement activities to gather information and secure agreement.
  • Identify, define, and quantify programme and project benefits.
  • Support option appraisal and value-for-money assessments.
  • Maintain business case integrity, configuration management, and version control throughout the project lifecycle.
  • Present recommendations and business case rationale to governance forums and senior decision-makers.
  • Provide expert advice and guidance to programme and project teams on business case development.
  • Apply lessons learned and best practice from comparable programmes and projects.
  • Manage competing priorities and ensure delivery against challenging timescales.
  • Lead and mentor business case practitioners, supporting capability development across the team.

Candidates must demonstrate:

  • Proven experience leading the development of HM Treasury Five Case Model business cases.
  • Strong knowledge and practical application of HM Treasury Green Book principles.
  • Experience producing Strategic Outline Cases (SOC), Outline Business Cases (OBC), and Full Business Cases (FBC).
  • Experience engaging and influencing senior stakeholders, sponsors, and governance boards.
  • Demonstrable ability to challenge and influence stakeholders constructively.
  • Experience translating strategic objectives into investment cases and delivery recommendations.
  • Strong analytical, problem-solving, and decision-making capabilities.
  • Experience identifying, managing, and mitigating risks affecting business case delivery.
  • Experience operating within complex programme or project environments.
  • Experience leading teams and developing capability.
