Senior Capital Project Manager x2

Gloucestershire Managed Services (GMS)

Location: Gloucestershire Managed Services, with attendance across GHFT sites and hybrid working

Remuneration: £58,230 - £65,729 per annum

Closing Date: 7 September 2026 (12 noon)

Seymour John Public Services is delighted to be partnering with Gloucestershire Managed Services Limited to recruit two exceptional Senior Capital Project Manager appointments at a pivotal stage in the development of the Capital Delivery function.

This is a significant management opportunity for an experienced capital project professional to lead the successful delivery of a portfolio of major capital, infrastructure, compliance and estate transformation schemes across Gloucestershire Hospitals NHS Foundation Trust and associated healthcare sites.


The Organisation

GMS is a wholly owned subsidiary of Gloucestershire Hospitals NHS Foundation Trust and provides a broad range of estates, facilities, infrastructure and support services that enable frontline healthcare services to operate safely, efficiently and effectively.


The Opportunity

Reporting to the Head of Capital Projects, the Senior Capital Project Manager will typically manage an allocated portfolio valued in excess of £8 million and provide day-to-day line management and professional support to approximately seven Capital Project Managers and junior project delivery staff.

  • Lead the planning, prioritisation, governance, assurance and successful delivery of complex capital, infrastructure, compliance and estate transformation projects
  • Develop project briefs, feasibility studies, option appraisals and business cases to support investment decisions
  • Maintain robust project controls including programme, financial, risk, issue, change and decision control
  • Lead procurement activity and manage consultants, contractors and specialist advisers
  • Monitor performance against quality, cost, programme, safety and operational objectives
  • Ensure compliance with CDM Regulations, Building Regulations, HTMs, HBNs, health and safety legislation, fire safety standards and GMS/Trust policies
  • Lead commissioning, handover and defects management processes
  • Provide operational leadership to Capital Project Managers, Assistant Project Managers and project support colleagues

The Person

This role requires candidates with direct experience of large, complex capital, estates, infrastructure or healthcare construction programmes. It is not intended for generalist project managers who cannot evidence experience operating within substantial capital and estates environments.

Applicants should be able to demonstrate:

  • Degree or equivalent qualification in construction, engineering, building surveying, architecture, project management or a related discipline, with professional membership or working towards membership and a project management qualification such as PRINCE2 Practitioner, APM PMQ or equivalent.
  • Clear experience in senior capital project delivery, concurrent portfolio management, project controls, governance, assurance, consultant and contractor management, budget management and delivery in live healthcare or similarly complex regulated environments.
  • Experience leading multidisciplinary project teams and managing consultants, contractors and specialist advisers.
  • Strong commercial, financial, risk, programme and stakeholder management capability.
  • A commitment to governance, assurance, value for money, safety, handover and continuous improvement.
