The Vacancy
SCP Transport & Infrastructure is a leading independent consultancy delivering intelligent, sustainable transport and infrastructure solutions across the UK. We partner with national private and public sector clients on complex, multi-site infrastructure and development projects, combining technical excellence with a practical, delivery-focused approach.
We are looking for a technically strong Civil Infrastructure professional with project delivery experience to join our growing Leeds team.
This role is ideally suited to someone with a background in highways or civil infrastructure design engineering who has progressed into project leadership or project management responsibilities. You will lead the delivery of multiple concurrent infrastructure projects for national clients, managing competing priorities, fast-paced programmes and multidisciplinary teams.
This is not a standalone PM role we are specifically seeking someone with a strong technical understanding of highways, civils and infrastructure design and delivery.
The Role
You will take ownership of projects from initial engagement with the client to formulate fee proposal to support an instruction and then through the design stage to completion, ensuring delivery is commercially successful, technically robust and aligned with client expectations.
Working closely with internal design teams, clients and external stakeholders, you will manage multiple live projects simultaneously, maintaining momentum across programmes while balancing quality, budget and resource requirements.
Key Responsibilities
Project & Technical Delivery
- Lead the successful delivery of highways and civil infrastructure projects across all project stages
- Coordinate multidisciplinary design teams and oversee project outputs
- Manage project programmes, deliverables, approvals and technical reviews
- Ensure projects are delivered efficiently, commercially and to agreed deadlines
- Identify and manage project risks, programme constraints and changing client priorities
- Support technical problem solving and delivery decision-making
Client & Stakeholder Management
- Act as a key point of contact for national and multi-site clients
- Build strong, proactive working relationships with clients and stakeholders
- Lead project meetings and communicate progress, risks and solutions clearly
- Support the development of long-term client relationships and repeat business

- Manage project budgets, forecasting, WIP and invoicing
- Prepare fee proposals and contribute to bids and tenders
- Coordinate resources across multiple projects and competing deadlines
- Support workload planning and team utilisation
- Manage subconsultants and supplier appointments where required
About You
We are looking for someone who combines strong technical highways, civils and infrastructure knowledge with the ability to manage complex project delivery in a fast-moving consultancy environment.
You will likely have:
- A background in civil infrastructure or highways design engineering
- Experience delivering highways, infrastructure or development-led projects within a consultancy environment
- Strong project coordination or project management experience
- Experience managing multiple concurrent projects for national or multi-site clients
- The ability to work at pace, manage conflicting priorities and maintain attention to detail
- Strong commercial awareness and client management capability
- Excellent communication and stakeholder management skills
Desirable
- Chartered / Incorporate or working towards Chartership / Incorporated status
- Experience with development infrastructure, highways design or transport infrastructure schemes
- Knowledge of consultancy project delivery processes and commercial management
