SENIOR COMMERCIAL MANAGER
Salary: £74,628 per annum
Working Hours: Permanent, Full Time, 40 hours per week, Monday to Friday 08:00 – 17:30
Location: Cheltenham, Gloucestershire
Are you an experienced commercial leader with deep expertise in managing complex PFI contracts? G4S Facilities Management are recruiting a Senior Commercial Manager on a full-time, permanent basis based in Cheltenham. This will be between the hours of 6am and 5.30pm as the business needs.
Acting as the key commercial interface between our operational teams, the SPV, and public sector clients (including the FCO contract), you will ensure total contractual compliance, financial accuracy, and robust risk mitigation. Working side-by-side with the Director of Services and technical leads, you will safeguard contract profitability, drive organic growth, and commercialize change control and lifecycle projects.
Core Responsibilities
- Strategic Client & SPV Interface: Serve as the trusted commercial point of contact for the SPV and public sector clients, resolving complex queries and managing high-level relationships.
- Commercial Governance & Risk Mitigation: Develop and manage contract-specific risk registers, interpret complex contract clauses, and provide commercial oversight across all operational activities.
- Benchmarking & Market Testing: Formulate and execute commercial strategies for mandatory market testing and benchmarking exercises, negotiating directly with clients to achieve optimal outcomes.
- Contractual Change & Variations: Own and manage the end-to-end change control process, including pricing, negotiating variations, and overseeing commercial models for minor works and lifecycle projects. Produce robust cost models and commercial responses within strict contractual timeframes to ensure successful commercial close and risk mitigation.
- Dispute Resolution & Supply Chain: Lead the commercial strategy on material contractual disputes alongside legal and operational teams. Review supplier T&Cs and align supply chain agreements back-to-back upwards to clients.
- Organic Growth & Profit Enhancement: Proactively identify and execute commercial strategies to drive organic growth, margin improvement, and efficiency across the contract.
- Executive Reporting: Deliver clear, data-driven commercial reporting, financial forecasts, and progress updates directly to the Director of Services and executive review panels.

Required Skills And Attributes
- Extensive commercial management experience within complex PFI / PPP contractual environments and public sector facilities management contracts.
- Deep understanding of contract interpretation, change control workflows, risk registers, and dispute resolution.
- Strong track record in variation pricing, lifecycle/minor works commercial oversight, and supply chain negotiation.
- Exceptional communication skills with a proven ability to advise senior operational leaders, negotiate with SPVs, and present to public sector client representatives.
- Excellent risk management skills and legal/contractual literacy.
