The Opportunity
We have an exciting opportunity for a permanent Senior Commercial Manager to join the Amey Consulting Commercial team within our Engineering business, providing commercial leadership across two multi-million-pound National Highways Scheme Delivery Framework (SDF) contracts.
As a key member of the commercial leadership team, you will lead the commercial management of these strategically important frameworks, ensuring robust governance, strong commercial control and the consistent application of Amey's commercial processes. Working closely with operational and client teams, you will maximise value through effective change management, proactive risk and opportunity management, and the development of strong client and supplier relationships.
This role is ideal for an experienced commercial professional who enjoys operating at framework level, influencing delivery teams, and leading a capable commercial team through growth, change and new opportunities. We are looking for someone who brings energy, curiosity and a positive mindset, who can build strong relationships, challenge constructively and help create a high-performing commercial culture.

The role offers a hybrid working arrangement, with regular visits expected to our contract offices in Bristol (BS32 4SR) and Nottingham (NG15 0DS). However, applications are welcomed from candidates across the UK.
Key responsibilities:
- Promote the Amey Zero Harm culture and support delivery of all applicable safety and compliance objectives.
- Foster commercial collaboration and effective working relationships across the Framework team and National Highways portfolio, clients, supply chain partners and key stakeholders.
- Provide commercial leadership across the National Highways Scheme Delivery Framework (SDF) contracts, ensuring effective governance, commercial performance and strategic support to successful framework delivery whilst contributing to the wider National Highways portfolio.
- Provide commercial leadership and constructive challenge to operational teams, driving commercial awareness, accountability and improved business performance across the SDF frameworks.
- Lead the implementation of commercial best practice to maximise value, manage risk and support sustainable, profitable growth whilst maintaining strong and collaborative client relationships.
- Act as a trusted commercial advisor for the portfolio, supporting the resolution of contractual, financial, governance and commercial matters.
- Lead the commercial input to budgets, forecasts, month-end and year-end processes, ensuring robust commercial controls, financial management and performance reporting across the framework.
- Support and instigate continuous improvement in commercial systems, processes and ways of working, ensuring alignment with contractual obligations, Amey Consulting requirements and wider Group governance.
- Promote high standards of NEC contract management, supporting consistent and effective management of change, compensation events, notices, payments, risk and commercial obligations throughout the contract lifecycle.
- Lead commercial risk and opportunity management across the framework, helping teams identify, manage and realise value through proactive decision-making, strong relationships and effective commercial stewardship.
- Build and maintain trusted relationships with client commercial, financial and operational leaders, supporting successful delivery, repeat business and future opportunities.
- Lead, develop and inspire a high-performing commercial team, proactively managing resourcing and creating a culture of accountability, collaboration, continuous improvement and professional excellence.

- Coach, mentor and support the development of commercial professionals, strengthening capability, succession planning and future leadership whilst building a resilient and sustainable commercial function.

What you will bring to us:
Qualifications & Professional Standing
- Degree qualified in Quantity Surveying, Commercial Management or a related discipline.
- Member or Fellow of a relevant professional institution (such as CICES, RICS or equivalent), or actively working towards professional membership. A continued commitment to CPD and the maintenance of professional standing is expected.
Experience, Skills & Attributes
We're looking for a commercial professional who combines commercial judgement with a positive, collaborative and people-focused approach. Someone who enjoys building relationships, developing others and finding practical solutions to complex challenges.
You will be comfortable leading commercial activities across major frameworks, supporting growth ambitions whilst maintaining effective governance, commercial controls and strong client relationships. You will bring:
- Experience leading commercial management activities across major frameworks, programmes, portfolios or business areas within infrastructure, engineering, consulting or professional services environments.
- The ability to provide commercial leadership at framework and work order levels, bringing together commercial performance, governance, client outcomes and growth ambitions.
- Strong commercial and financial acumen, with experience managing risk, opportunity, change, governance and business performance across complex and diverse portfolios.
- A sound understanding of NEC contracts and the practical application of commercial management processes throughout the contract lifecycle.
- The ability to balance commercial challenge with collaboration, supporting sustainable outcomes for the business, our clients, supply chain partners and our people.
- Strong communication skills and emotional intelligence, with the ability to influence, listen, coach and adapt your approach to different individuals, situations and levels of seniority.
- A positive, pragmatic and solution-focused mindset, bringing fresh thinking and continuous improvement whilst respecting governance, delegated authorities and organisational responsibilities.
- The ability to make sound decisions, provide commercial leadership and constructive challenge, whilst recognising when collaboration, escalation or additional support is required.
- A proven ability to develop and support others, creating inclusive, high-performing teams and helping individuals achieve their potential.
- A leadership style that promotes openness, trust, collaboration and accountability, with a genuine commitment to developing people and creating an environment where individuals and teams can thrive.
