What you'll be doing

The Parliamentary Commercial Department (PCD) is looking for talented and ambitious Senior Commercial Managers to join our growing commercial function. These opportunities sit across a range of commercial specialisms within Parliament, offering the chance to work on high-profile, complex and strategically important projects that support the delivery of services across the UK Parliament.

PCD is a Joint Department supporting the House of Commons and the House of Lords. As part of a function responsible for commercial strategy, procurement delivery, commercial governance and contract management, you'll play a key role in ensuring Parliament delivers value for money while supporting major programmes and operational services across the Parliamentary Estate, including the Palace of Westminster, a UNESCO World Heritage Site.

As a Senior Commercial Manager, you will act as a trusted business partner to a diverse range of stakeholders, leading complex procurement activity, developing commercial strategies and delivering successful outcomes in a uniquely high-profile environment. Working closely with directorates and programme teams, you'll help shape requirements, provide commercial expertise and ensure compliance with public procurement regulations and internal governance requirements.

These vacancies are available across three commercial specialisms set out below. Candidates should state their area of interest and reflect how they meet the requirements in their supporting statement. Indirect Category

As the post holder, you will apply your commercial knowledge to advise on and deliver procurement activities in the Indirect category, which covers the following areas (non-exhaustive): people services, professional services, catering, corporate services, soft and hard Facilities Management and heritage services.

ICT category

To lead delivery of procurements required for an ambitious Digital transformation, in a fast-paced environment across the Parliamentary Estate. The role requires the ability to manage multiple procurements for a range of digital sub-categories and high value digital projects. You will be at the heart of the team's operational delivery, and pipeline planning, engaging and influencing stakeholder across Parliament and making sure that the commercial processes and templates needed are being properly utilised to deliver compliant procurement procedures.

Works Category

Working at various Parliamentary buildings you will be operating in a uniquely political and high-profile organisation. Leading commercial activity on complex construction projects and building refurbishments. Delivering services that Parliament needs to operate effectively while applying your commercial knowledge to advise on and deliver procurement activities in areas such as major and minor construction works, building refurbishment, building security and infrastructure security.

This role is offered on a hybrid working basis, with an expectation of you spending a minimum 40% of your time in the office in line with House Administration requirements.

What we're looking for

Candidates for this role should hold or be working or willing to work towards membership of the Chartered Institute of Purchasing and Supply (CIPS) at Level 5 or be able to demonstrate an equivalent level of expertise gained through relevant work experience.

  • Experience of developing and leading commercial strategies and delivering procurement within the relevant category. Detailed knowledge and significant relevant experience as a commercial professional.
  • Detailed knowledge of compliance requirements associated with public sector procurement regulations.
  • Demonstrable ability of using MI from systems to inform decision making and deliver optimum commercial solutions.
  • Proven experience of leading a high-performance successful procurement or commercial function. Demonstrable experience of successfully managing, motivating and developing others, including promoting an inclusive working environment.
  • Proven experience in influencing senior internal and external stakeholders, building and maintaining successful working relationships and communicating clearly to diverse audiences both orally and in writing.
