About the Role
Help Shape the Future of Adult Social Care in Hillingdon
Are you an experienced commissioner who wants to make a lasting difference to people's lives? Do you thrive on leading change, influencing strategy and turning ambitious ideas into meaningful outcomes?
At Hillingdon, we are transforming Adult Social Care to meet the challenges and opportunities of the future. As one of London's largest and most diverse boroughs, we are investing in innovative approaches that promote independence, prevent escalation of need, embrace technology and deliver excellent value for residents and taxpayers.
We are looking for an exceptional Senior Commissioner to play a pivotal role in shaping that future.
The Opportunity
This is far more than a traditional commissioning role. You will be at the forefront of some of the most exciting developments in Adult Social Care, leading strategic programmes that influence how services are designed, delivered and experienced across the borough.
Working closely with residents, providers, health partners, the voluntary and community sector, and Council colleagues, you will translate insight and evidence into commissioning solutions that improve lives. You will lead complex transformation programmes, develop innovative service models and help shape a sustainable and resilient care market that can meet future demand.
From Technology Enabled Care and prevention initiatives to market development and service redesign, your work will directly contribute to delivering better outcomes for residents while ensuring resources are used effectively and responsibly.
What You'll Do
As a senior member of the Commissioning Team, you will provide strategic leadership across a broad portfolio of adult social care services. You will oversee the development of commissioning strategies, lead complex procurement and transformation activity, and ensure that services remain responsive to changing needs and aspirations.
You will build strong partnerships across health, social care and the wider community, influencing stakeholders at all levels and driving a shared vision for improvement. Your expertise will help shape investment decisions, inform future service models and ensure that commissioned services deliver measurable impact.
The role also offers the opportunity to mentor and support colleagues, helping to develop commissioning capability and foster a culture of innovation, collaboration and continuous improvement.
Who We're Looking For
You will be an experienced commissioner with a strong track record of delivering complex programmes within Adult Social Care, health or a related public sector environment. You will be confident operating strategically while remaining focused on practical delivery and tangible outcomes.

I’m in my final year doing Economics and I don’t know whether to apply for grad schemes now or do a masters first. What do you think?
Honest answer — it depends on where you want to end up. A lot of top grad schemes (Big 4, civil service, banking) don’t need a masters. Let’s look at the ones you’d be competitive for now, and we can decide if a masters actually adds anything.
Also worth knowing: most autumn 2026 applications are open now. Timing matters more than you think.

Grad scheme, placement, apprenticeship? Not sure what you want yet — that's fine. Your agent talks it through with you and turns "I have no idea" into a shortlist.
