Job Description & Person Specification >
Are you looking for a role where you can help shape the adult social care market in Torbay, improve commissioned services, and support better outcomes while making effective use of public funds?
About the role
We are looking for an enthusiastic and motivated individual to join our Adult Social Care Strategic Commissioning Team as a Senior Commissioning Officer.
The role will primarily support the development, contract management and quality assurance of regulated care services across Torbay.
This role is central to delivering our strategic vision for outstanding residential and domiciliary care.
You will help people with social care needs to live independently for as long as possible and ensure they are well supported when they need more care.
You will work closely with commissioned and spot-purchased care providers, statutory agencies and regulators, the voluntary sector, family carers, and people who draw on health and social care.
Together, you will develop new services and improve existing ones.
This is an exciting time to join the team as we move away from integrated arrangements with the NHS and create a new social care service within Torbay Council.
You will lead a programme of work to drive continuous improvement across the regulated care sector in Torbay.
Your work will help ensure commissioned services are effective, affordable, safe, legally compliant and focused on delivering excellent outcomes for people.
- Support providers and improve performance across a wide range of regulated care services.
- Lead joint commissioning initiatives, procurement processes and contribute to funding bids.
- Advocate for resources to meet the needs of Torbay’s population.
- Use technology, shared resources and creative commissioning approaches to respond to increasing demand and limited budgets.
- Take a strategic approach to the local market in order to promote the right support at the right time, ensuring people do not draw on services they do not need.

I’m in my final year doing Economics and I don’t know whether to apply for grad schemes now or do a masters first. What do you think?
Honest answer — it depends on where you want to end up. A lot of top grad schemes (Big 4, civil service, banking) don’t need a masters. Let’s look at the ones you’d be competitive for now, and we can decide if a masters actually adds anything.
Also worth knowing: most autumn 2026 applications are open now. Timing matters more than you think.

Grad scheme, placement, apprenticeship? Not sure what you want yet — that's fine. Your agent talks it through with you and turns "I have no idea" into a shortlist.
