Location: Successful candidates may be based in any of our office locations – Cardiff, Glasgow, or London. We especially welcome applicants from Cardiff and Glasgow.

Ofgem is on an ambitious transformation journey. Within the Digital, Data and Security Services (DDSS) directorate, we are delivering a broad portfolio of digital, data and AI initiatives, alongside maintaining the critical technology services on which our organisation operates every day. Communicating this work effectively, within the directorate and across the organisation is essential to driving engagement with, and confidence in, our digital services.

As a Senior Communications Manager, you will play a pivotal role in shaping how our digital, data, AI and security services are communicated across Ofgem. Acting as a bridge between technical teams and the wider organisation, you will translate complex concepts into clear, compelling narratives that inform, engage and motivate colleagues. You will work closely with senior leaders, delivery teams and central communications functions to ensure that messaging is aligned, consistent and impactful.

This is a senior, high-impact role requiring creativity, strategic thinking, strong stakeholder engagement and confident use of innovative digital engagement tools.

Job Description

You will be responsible for:

  • Proactively developing, and delivering a comprehensive internal communications plan for DDSS, ensuring alignment with Ofgem’s wider corporate communications strategy.
  • Creating and maintaining a strategic communications calendar, incorporating business-as-usual messaging and digital change initiatives.
  • Designing and delivering high-quality, engaging and accessible content across a range of channels, including intranet, newsletters, digital platforms and hybrid events, staying ahead of new developments in workplace communication, and engagement tools and techniques.
  • Translating complex technical concepts, including digital, data and AI initiatives, into clear and compelling messages for non-technical audiences.
  • Providing expert advice and support to senior stakeholders, helping them communicate effectively and consistently with their audiences.
  • Developing targeted engagement approaches for diverse audiences, ensuring maximum reach and impact across the organisation.
  • Measuring and evaluating the effectiveness of communications, using qualitative and quantitative insights to continuously improve engagement strategies.
  • Championing inclusion, accessibility and best practice in communications, ensuring messaging reflects Ofgem’s values and supports a positive organisational culture.

We are Looking For:

A creative, strategic, and delivery-focused communications professional who can operate effectively within a complex and technically driven environment. You will be confident working with senior stakeholders, translating complexity into clarity and delivering communications that drive engagement and behavioural change.

You may come from an internal communications, journalism or corporate communications background, but you will demonstrate:

  • Proven experience designing and delivering impactful internal communications plans, in complex environments, ideally linked to digital or technology services.
  • Strong storytelling skills, with the ability to translate technical content into clear, engaging narratives.
  • Experience developing communication strategies and campaigns aligned to organisational priorities.
  • The ability to measure and evaluate communications effectiveness, using insights to drive continuous improvement.
  • Confidence managing multiple priorities and working at pace across a complex stakeholder landscape.
  • Experience in government or public sector environments, and familiarity with digital, data or AI concepts, would be beneficial.

Person Specification

Essential Criteria

  • Proven experience in designing and delivering integrated, impactful communications in a complex and changeable organisational environment. (Lead Criteria)
  • Proven track record in developing and delivering internal communications approaches, campaigns, and associated content. (Lead Criteria)
  • Proven ability to understand audience needs, behaviours, and organisational context.
  • Proven ability to design and implement evaluation frameworks to measure communications effectiveness and translating insights into actionable recommendations.
  • Proven ability or experience managing resources and timelines effectively to deliver high-quality outputs.

Desirable Criteria

  • Experience in a government or public service context.
  • Experience in a technology organisation.
  • Familiarity with AI Tools and Data Literacy concepts.
  • Experience or understanding of how to make content accessible, inclusive, and optimised for user experience.
