Role Purpose
The role will support the implementation of the Education business development strategy and the achievement of integrated income plan targets. You will lead and support proposal management, market research, partnership development and pipeline management across the Education portfolio.
Working closely with global Education teams, Business Support Operations (BSO) and wider Cultural Engagement colleagues, you will help identify new opportunities, strengthen business development capabilities, develop strategic relationships and support the delivery of innovative solutions across Student Mobility and Internationalisation, Tertiary Education Partnerships and other Education priorities.
Role Accountabilities
Leadership and Management
- Provide advice and support to the global Education team on new opportunities, market analysis and business development.
- Work with BSO to strengthen business development capabilities through training, digital resources and guidance materials.
- Promote corporate compliance, continuous improvement, lessons learned and knowledge management across the portfolio.
Strategy and Planning
- Support analysis of business performance, including impact, income, risks, trends, opportunities and resources, to achieve integrated income plan targets.
- Conduct market research and sector analysis to inform market positioning and develop responses to emerging needs.
Relationship and Stakeholder Management
- Identify new client leads to support business growth and positive outcomes for the British Council and the UK.
- Build and maintain diverse networks with clients, external consultants and partners to support existing and new programmes.
- Lead and advise on complex negotiations with partners.
- Collaborate with Education, Cultural Engagement, BSO, Country Directors, Key Account Leads, Marketing and Communications, country teams and corporate functions to support a One British Council approach.

Business Development and Proposal Management
- Lead and advise on proposal management for Grant, Partnership, Fundraising and full cost recovery opportunities, particularly priority pursuits identified in the integrated income plan.
- Support business development across Student Mobility and Internationalisation, including UK school experience internationally, and Tertiary Education Partnerships, including higher education and TVET.
- Conduct research and develop market positioning activities, including multi-sector narratives, campaigns and track record development.
- Proactively manage the global and country pipeline in collaboration with BSO.
- Support colleagues with the tripartite approvals process, quality assurance and compliance with CE business development standards.
- Coordinate learning and embed best practice within BSO systems.
Commercial and Financial Management
- Support and advise teams on developing commercial project models (CPM) for new proposals and provide guidance on contract negotiations.
Experience
Essential
- Proven experience and success in business development and partnerships within the Education sector, particularly International Student Mobility or Tertiary Education Partnerships, including higher education, science and TVET.
- Experience leading successful proposals for a range of clients and donors.
- Experience working collaboratively with diverse teams across Cultural Engagement to develop and deliver innovative solutions.
Desirable
- Experience developing partnerships.
- Understanding of the Education sector, its context and key stakeholders.
- Experience in contract management.
Education
- Degree-level qualification or equivalent senior-level experience in Education, Arts or English and School Education sectors.
Professional Qualification and Certification
- Programme Management qualification.
Language
- Excellent written and spoken English.
Important Information
- Location: UK (Open to employees in all UK offices including employees already on homeworking contracts), Pakistan and Serbia
- Contract Type: FTC (Renewable after 3 years)
- Pay Band: PB 8
- Starting Annual Gross Salary (UK): £40,179
- Starting Annual Gross Salary (Pakistan): PKR 910,3812
- Starting Annual Gross Salary (Serbia): EUR 3,450 (Monthly)
- Closing Date: 5th October 23:59 IST
- Right to Work: Candidates must have the right to live and work in the country where the role is based. Visa support is discretionary, and candidates should contact HR in the relevant country for further information.
- Background Checks: Initial and continuing employment with the British Council is subject to an annual background check. The nature of the role will determine the checks required.
