About The Role

Build the winning submissions that help shape the future of rail

At Balfour Beatty, our Rail team plays a critical role in delivering the infrastructure that keeps communities, passengers and businesses moving. We are looking for an experienced and highly organised Submissions Manager – Work Winning to help lead the production of high-quality, compliant and compelling proposals across a portfolio of exciting rail opportunities.

This is a fast-paced, highly collaborative role where you will bring structure, pace and confidence to the submissions process. Working closely with bid managers, writers, subject matter experts, commercial teams and operational colleagues, you will help turn complex requirements into clear, professional and customer-focused submissions.

What you'll be doing

  • Managing day-to-day submission coordination activity across multiple concurrent opportunities.
  • Leading, supporting and developing bid coordinators, apprentices and other team members.
  • Creating and maintaining submission programmes, deliverables schedules, compliance matrices and document control processes.
  • Coordinating input from internal stakeholders and helping shape customer-focused messaging, win themes and submission strategies.
  • Producing polished, compliant and portal-ready submission documents, including formatted packs, PDFs and supporting materials.
  • Managing tender portals, clarification processes and submission administration in line with client requirements.
  • Monitoring progress, identifying risks and escalating issues to keep submissions on track.
  • Supporting continuous improvement by maintaining tender libraries, standard content and submission tools.

Who we're looking for

You will be an experienced submissions, bids or proposals professional who thrives in a busy work-winning environment. You will be confident managing competing deadlines, bringing people together and keeping complex submissions moving without compromising quality or compliance.

  • Experience in bid coordination, submissions management or proposal delivery, ideally across complex or major projects.
  • Strong organisational skills, excellent attention to detail and the ability to manage several priorities at once.
  • Confident communication skills, with the ability to work effectively with colleagues at all levels.
  • Experience supporting or developing junior team members, coordinators or apprentices.
  • Strong Microsoft Office skills, particularly Word, PowerPoint and Excel; experience with Adobe Creative Suite and SharePoint would be beneficial.
  • A calm, proactive and solutions-focused approach when working under pressure.
  • A commitment to collaboration, inclusion, continuous improvement and delivering high-quality results.
