The Opportunity

We are currently recruiting a Senior Corporate Governance Manager to join the Business Management and Corporate Governance team at the Parliamentary Digital Service (PDS).

Reporting to the Head of Corporate Governance, Senior Corporate Governance Managers work collaboratively to deliver high-quality governance support across PDS. Governance responsibilities are shared across three specialist roles covering areas such as Information Management, Risk Management, Assurance, Health & Safety, Accommodation, Audit and Business Continuity. This role leads on health and safety, assurance, accommodation and business continuity.

As well as providing expertise in your specialist areas, you will also build understanding across other disciplines to create resilience and a unified capability that drives continuous improvement, supports the talent pipeline, and enables a culture of transparency and collaboration.

This is an exciting role which involves working collaboratively with a range of senior stakeholders across Parliament to help teams deliver against strategic and operational priorities.

Key Responsibilities

  • Responsible for ensuring each area of PDS has robust business continuity plans and emergency cascade plans which are tested and continually revised and reported to the Corporate Resilience Team.
  • Develop, implement and facilitate a programme for testing PDS business continuity plans, including communications call cascade, and plan and facilitate test exercises for PDS teams ensuring lessons learned are incorporated into plans
  • Responsible for ensuring Health and Safety is embedded and managed effectively across the department.
  • Ensure regular safety inspections of all work areas are carried out by H&S leads in teams, oversee central records of risk assessments, inspections, safety checks and ensure the necessary corrective measures are agreed and implemented.
  • Oversee and support the work of PDS health and safety co-ordinators including planning and leading regular meetings and ensuring that areas of concern are actioned or escalated to senior leadership, and co-ordinate team health and safety assurance reporting.

What You Need

  • Demonstrates a broad understanding of corporate requirements and applies their judgement to support senior managers in fulfilling their corporate obligations and making sustainable business decisions. Experience of leading and managing one or more of the key governance functions noted above (business continuity or health and safety) with relevant subject matter expertise.
  • Demonstrates excellent oral and written communication skills, with the ability to explain complex information in a meaningful way. Experience of drafting effective, clear and accurate papers, policies and action plans.
  • Experience of successfully prioritising a complex and varied workload to ensure changing short, medium and long-term demands and deadlines are met, and of managing several complex activities at the same time while working under pressure.
  • Gathers information from a range of sources, with experience of cross-referencing and collating complex written work and reports, and probes for further information. Identifies risks and considers alternative options to make sound decisions, takes responsibility for resolving issues, and uses logic, reasoning, empathy and tenacity to persuade, influence and challenge people at all levels.
  • Demonstrable ability to work with a diverse range of stakeholders at all levels, establishing credibility quickly to build and maintain confident and collaborative relationships that deliver high quality services while upholding the principles of diversity, equality and inclusion and ensuring everyone is treated with dignity, courtesy and respect.
  • The ability to pass security clearance, backed by the right to work in the UK

About The Team

Business Management and Corporate Governance is a central team leading on the delivery of corporate and cross-departmental support services for the Parliamentary Digital Service, acting as the intermediary within a complex bicameral governance landscape.

The team is headed up by the Director of Business Management and Corporate Governance, who is part of the PDS Leadership Team, and works collaboratively with the MD/CIO and Management Board to ensure effective corporate performance reporting across the two Houses. This includes management and coordination of engagement with internal audit and compliance with business, workforce and finance management and reporting practice alongside risk management and business continuity.

The team is also responsible for business management services including communications, people management, learning and development, accommodation, health and safety, administrative support and other team services.
