Quantity Surveying / Cost Control Major Engineering Projects
Oakham / Stamford, Rutland | £70,000-£80,000 DOE + Exceptional Benefits | Permanent | Onsite
Are you a commercially focused Project Controls Engineer, Quantity Surveyor, Cost Engineer or Commercial Engineer with experience protecting project margins across complex engineering or construction projects?
We are recruiting for a global engineering business seeking an experienced commercial project professional to take ownership of cost control, forecasting, change management, subcontractor commercial review and project financial performance across major engineering and construction projects.
The position would particularly suit someone who has worked on complex Lump Sum Turnkey (LSTK), EPC, process plant, oil and gas, petrochemical, power generation or industrial construction projects.
You will work closely with Project Managers, site teams, Finance and senior leadership to provide accurate commercial information, identify financial risks and ensure projects remain commercially controlled from award through to completion.

The Role
As Project Controls & Commercial Engineer, you will provide commercial and cost-management support across a portfolio of technically complex construction and engineering projects.
Your primary focus will be ensuring that project costs, commitments, forecasts, variations and margins are accurately managed and clearly reported.

This is a hands-on commercial role requiring someone who can challenge project information, investigate cost movements and work closely with operational teams to protect the company's financial position.
Your responsibilities will include:
- Owning project cost control, forecasting and commercial reporting
- Preparing and maintaining accurate Estimate at Completion forecasts
- Monitoring actual costs, committed costs, forecast costs and remaining expenditure
- Tracking Work Cost, Percentage of Completion and Gross Margin performance
- Identifying cost overruns, margin erosion and commercial risks at an early stage
- Preparing, substantiating and managing change orders and variations
- Maintaining clear records of delays, scope changes, additional work and commercial entitlement
- Reviewing subcontractor applications and invoices for accuracy, progress and contractual compliance
- Challenging unsupported charges, discrepancies and variations
- Supporting client invoicing against contractual milestones and completed work
- Working with site teams to capture labour hours, productivity, progress, delays and additional scope
- Supporting project teams with commercial decision-making and risk mitigation
- Analysing historical project costs to improve estimating accuracy and commercial performance
- Providing concise weekly and monthly reports to project and senior leadership teams
- Supporting cost-loaded project schedules where required
About You
You may currently be working as a:

You will ideally have:
- Strong project cost-control and commercial-management experience
- Experience producing EAC forecasts and detailed project cost reports
- A clear understanding of actual, committed, forecast and remaining costs
- Experience managing project margins and identifying commercial risk
- Experience preparing or assessing variations and change orders
- Experience reviewing subcontractor invoices, applications or commercial accounts
- Confidence challenging project teams, suppliers and subcontractors
- Strong Excel and project cost-management system skills
- The ability to convert complex project information into clear commercial reports
- Excellent communication, negotiation and stakeholder-management skills
- A structured, analytical and detail-focused approach

Qualifications
A degree, HNC, HND or professional qualification in Quantity Surveying, Commercial Management, Engineering, Construction Management, Project Controls or a related discipline would be advantageous.
Candidates who can demonstrate substantial relevant commercial, cost-control or project-controls experience will also be considered.

This is an onsite position based in the Oakham / Stamford / Rutland area.
