Role Overview
We’re recruiting an experienced Cost Manager to progress into a Senior Cost Manager role within our Glasgow Infrastructure team. This position offers exceptional career development, sectoral diversification (transport, utilities, highways), and hands-on project engagement aligned with our award-winning infrastructure programmes.

Key Responsibilities
Your role will lead cost management on cutting-edge infrastructure projects, driving efficiency, commercial acumen, and technical accountability through every stage—from tender to final account reconciliation.
Project Execution & Stakeholder Engagement
- Establish and nurture professional relationships with clients, contractors, contractors’ designers, and senior project teams. Cultivate trust, transparency, and consistency in project delivery.
- Administer commercial contracts (preferably NEC3 Option C) with precision and clarity, upholding project financial governance.
- Lead cost monitoring, forecasting, and reporting to ensure timely, accurate regulatory submissions—delivering completion-calibrated cost certainty.
Strategic Risk & Financial Control
- Actively track and mitigate contract cash flow variances while ensuring applications for payment are accurate and compliant.
- Collaborate with client and contractor stakeholders to align workflows, objectives, and KPIs:
- Programme performance delivery
- Cost control initiatives
- Value engineering measures to resolve challenges
- Managing contract change requests effectively and responsibly, safeguarding adherence to internal governance while adopting best practice.
- Drive improvements in budget accuracy and forecasting methodologies, reducing variance proactively.

Change Leadership & Commercial Guidance
- Provide sound commercial expertise and risk mitigation strategies to all project stakeholders, from executives to field delivery teams.
- Negotiate and sign-off final accounts and commercial settlements, verifying deductions and outstanding balances professionally.
- Lead and coach designations, mentoring junior team members where required.
What We Look For
Candidates will bring technical proficiency in the following areas. No experience is only a conviction—we value curiosity and roadmap.
Must-Have Experience & Skills
- Minimum 5+ years in cost management/estimation, preferably in infra-housing projects; a commercial background in construction procurement AND contract management demanded.
- Experience managing projects under NEC3 (with a preference for Option C).
- Excellent command of construction industry terminology, including timelined risk management (detailing retention schedules, EOT defences).
- Fit for People Management (mentoring/growing small teams), and Commission Management in AAVs and performance-based structures.
- Actions, contract compliance govern all financial transactions with SOX control compliance awareness (aware of US sector later exposure).
Technical Qualities
- Strong foundation in cost modelling, asset pricing, and commercial change management.
- Proven skill in value engineering techniques to maximise outcomes within budget constraints.
- Risk segmentation skillsets—mitigating commercial exposure with best practice.
- Flexibility and commitment to continuous professional development, whether through exam accommodations, mentorship, or apprenticeships.
- Reporting Discipline: presenting historical data and proactive forecasting power to clients and governing bodies.
