Job summary

Across government, the role of data analysis has become central to how organisations understand problems, shape policy and deliver high-quality digital and operational services. As data volumes grow and analytical tools become more sophisticated, there is an increasing need for strong analytical leadership to ensure that data is used effectively, ethically and in ways that drive real organisational impact. Modern data analysis is no longer confined to reporting; it is fundamental to enabling insight-driven decision making, improving services and supporting strategic transformation.

At Ofgem, data plays a critical role in delivering our mission to protect energy consumers and support the transition to a more secure, fair and sustainable energy system. As we continue to develop our digital, data and technology capabilities, the ability to harness data effectively is key to understanding the energy market, informing regulatory decisions and enabling innovation. Within the Digital, Data and Security Services (DDSS) directorate, we are investing in our data capability to embed consistent, high-quality analytical practices across the organisation.

As a Senior Data Analyst, you will lead the delivery of high-impact analytical work, supporting both operational and strategic decision making. You will work across teams and business areas to design, build and deliver data products that provide clear, actionable insights, while ensuring that data is managed, prepared and used in line with best practice and governance standards.

This is a hands-on and influential role, combining strong technical expertise with the ability to engage and influence a wide range of stakeholders. You will play a leading role in advancing Ofgem’s data maturity, promoting self-service analytics and helping to build a more data-driven culture across the organisation.

Job description

You will be responsible for:

  • Leading the design, build, testing and delivery of analytical products, including dashboards, reports, scorecards, visualisations and alerts, using modern data analytics technology such as Power BI, Azure Synapse, Power Query, GIS and Python to answer strategic business questions
  • Ensuring quality of service by managing, cleaning, abstracting, aggregating, transforming, modelling and quality assuring data, and using that knowledge to develop and conduct analytical studies
  • Presenting the results of data analysis and conclusions logically and concisely, in the most appropriate format for a range of customers, enabling informed decision making, upskilling and effective self-service analytics through trusted semantic models, shared understanding and reusable analytical products
  • Interpreting, applying and promoting data governance, data ethics, information security standards, policies and procedures in all analytical work
  • Working closely with users and stakeholders to understand business needs, refine analytical requirements and drive outcome-led development, delivering solutions that provide measurable value
  • Providing technical leadership in data analysis, managing, coaching and guiding junior colleagues while promoting best practice across the team
  • Coordinating and contributing to research, development and continuous improvement activities, including exploration of emerging tools and capabilities such as Copilot Studio and ArcGIS, to strengthen Ofgem’s analytical capability

Person specification

Essential Criteria

  • Experience of data visualisation software to develop complex reports and dashboards, e.g. Power BI. (Lead Criteria)
  • Experience of communicating effectively with technical and non-technical stakeholders and knowledge of how to manage complex stakeholder engagement. (Lead Criteria)
  • Significant experience of applying appropriate statistical and analytical techniques to answer research questions and organisational needs.
  • Experience of identifying business requirements, leading on identifying the required action within appropriate data governance requirements.
  • Demonstrable evidence of contributing to building data analytics capability.
