Senior Digital Business Support Officer
The Senior Digital Business Support Officer is a key member of the Elections Digital, providing operational, commercial, financial, and resourcing support to help teams deliver high-quality digital services. Working across a diverse portfolio of projects and multidisciplinary teams, the role ensures that people, processes, suppliers, and governance arrangements are effectively coordinated and managed.
The post holder leads workforce planning and recruitment activity, oversees onboarding and business support processes, manages financial and commercial administration, and supports supplier and contract management. They use data and insight to inform decision-making, improve services and processes, and provide assurance that governance, compliance, and reporting requirements are met. As part of the Business Support function, the role works closely with colleagues, senior leaders, suppliers, and corporate teams to ensure Digital teams have the resources, support, and operational foundations needed to deliver successful outcomes. The role also acts as deputy to the Business Support Lead when required, providing leadership and continuity across the team.
Job Description
- Lead workforce planning and resourcing activity, using data and insight to identify priorities, address capacity needs, and support Digital teams with recruitment and resource management.
- Manage recruitment and onboarding processes, including permanent and contingent labour appointments, ensuring compliance with Civil Service recruitment policies and relevant employment regulations.
- Provide senior business support across Elections Digital, ensuring enquiries, commissions, records and administrative activities are managed accurately and efficiently.
- Lead Joiner, Mover and Leaver (JML) processes, ensuring staff onboarding, role changes, offboarding activities and security clearance updates are completed in a timely and compliant manner.
- Develop and maintain business processes, guidance and documentation, ensuring information, records and digital files are managed securely and in line with organisational policies.
- Support business planning, governance and reporting, providing accurate management information, monitoring progress, and ensuring approval processes and deadlines are met.
- Manage financial and commercial activities, including purchase orders, invoicing, forecasting, supplier payments, contract administration and financial reporting, ensuring compliance with corporate policies and controls.
- Build and maintain effective working relationships with suppliers, colleagues and senior stakeholders, supporting contract performance, resolving issues, managing risks and contributing to continuous improvement across Digital services.
Person specification
- Experience working within multidisciplinary Digital teams, supporting delivery across a diverse portfolio of work.
- Experience delivering workforce planning and resourcing activities, including recruitment, onboarding, contingent labour management, vacancy pipeline management, workforce analysis, and recruitment governance.
- Experience managing financial and commercial activities, including purchase orders, invoicing, forecasting, accruals, supplier coordination, and budget monitoring.
- Experience managing supplier relationships and supporting contract management activities within a Digital environment.
- Strong communication and stakeholder management skills, with the ability to work effectively with colleagues, suppliers, and senior leaders.
- Strong organisational and problem-solving skills, with the ability to prioritise competing demands, identify process improvements, and deliver high-quality outcomes.
- High attention to detail, particularly when handling financial, contractual, workforce, or security-sensitive information.
- Additional Requirement The successful candidate must hold Security Check (SC) clearance or be willing and eligible to undergo and maintain SC clearance.
