Senior Digital Engagement Manager
Locations
This role may be located in one of the following locations; Birmingham, Blackpool, Leeds, Manchester, Newcastle or Sheffield.
For candidates requesting to work in Newcastle, the role will initially be based at Benton Park View. It will then move to 1 Pilgrim Place in Newcastle city centre by the end of 2027.
For candidates requesting to work in Sheffield King’s Court, please note these roles will initially be based at King’s Court and then move to 1 West Bar by early 2028.
Job Summary
We are looking for a Senior Digital Engagement Manager with excellent strategic communications, influencing and leadership skills to lead engagement with our colleagues and other stakeholders.
As a Senior Digital Engagement Manager for Digital and Transformation Group (DTG), you’ll be part of the Department for Work and Pensions (DWP), the UK’s biggest public service department that is responsible for welfare, pensions and child maintenance policy for more than 22m customers.
With more than 8000 colleagues, DTG is central to transforming DWPs digital services to ensure customers can access services easily, how and when they want to.
In this role, you will lead on planning and implementing complex communications and engagement campaigns using data and insight, aligned to wider departmental outcomes and in collaboration with senior stakeholders.
As well as internal engagement to DTG colleagues, this role will also specialise in engagement with stakeholders outside of DTG, such as DWP, other government departments, Ministers and partners delivering transformation ensuring lines to take and briefing materials are up to date.
Job Description
As a Senior Digital Engagement Manager, you will:
- Lead the delivery of the DTG engagement strategy, ensuring alignment with DTG’s purpose, business priorities and DWP’s 2030 strategy.
- Support senior leaders in delivering clear, confident, and consistent strategic narratives that reflect our values, priorities and business outcomes. Providing expert advice and constructive challenge when needed.
- Brief senior leaders, providing clear lines to take and advising them on their engagement activities meeting high standards of written and oral communication.
- Lead on stakeholder mapping to establish key relationships, how we engage with them and how they are managed.
- Play a leading role in the wider DTG engagement community. You will provide visible and accessible leadership, encouraging collaborative cross-team delivery, providing professional support and actively helping build skills and capability.
- Build and maintain strong relationships with external stakeholders, promoting DTG's priorities and strengthening engagement with key audiences.
- Lead the development and delivery of DTG's external narrative, identifying opportunities to communicate achievements and complex initiatives clearly and effectively.
- Provide expert communications advice to senior leaders on complex, sensitive and reputational issues, supporting informed decision making.
- Develop and deliver engagement strategies for key communications priorities, such as AI, data and digital transformation, working in partnership with the DWP Press Office to maximise proactive and reactive media opportunities.
Professional memberships are desirable but not essential for this role. Relevant memberships may include:

Salary Information
New entrants to the Civil Service will join on band minimum.
Existing Civil Servants who secure a new role on lateral transfer will maintain their current substantive salary.
Existing Civil Servants who gain promotion will move to the bottom of the grade pay scale or receive a 10% increase applied to their current substantive salary, whichever is greater.
Any temporary allowances that you are currently in receipt of will not form part of the calculation to determine your pay. Any allowances that are in payment will cease when you move into your new role.

Hybrid Working
This role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home. This is a voluntary, non-contractual arrangement and your office will be your contractual place of work.
If a hybrid working arrangement is suitable for the role and for you, you will normally be required to spend a minimum of 60% of your contracted working hours from your DWP office.

Stage 1: Application
Your Application Will Consist Of Four Parts

- Proven ability to work at pace, showing resilience while managing multiple priorities and delivering high‑quality outputs under tight deadlines and in high‑pressure situations.
- Experience providing confident, strategic advice to senior leaders on complex communication or engagement issues, with examples of influencing decision‑making at a senior level.
- Strong stakeholder management skills, including identifying and prioritising key stakeholders, building effective relationships, horizon scanning for opportunities and risks, and leading engagement activities that support organisational objectives.
- Technical statement (up to 250 words). The following statement is aligned to the required technical skill of Implementation. This statement should be used to provide example(s) of how you meet the criterion below:
- Experience of designing and delivering innovative, user focused communication or engagement strategies on complex issues that achieved business objectives and delivered measurable impact.

Stage 2: Interview
If you’re successful at the sift stage, you’ll be invited to a video interview via Microsoft Teams. During the interview, you’ll be assessed against the experience criteria listed under both the essential criteria and technical skill.
Interviews will take place from late November 2026. Sift and Interview dates to be confirmed.
To help you prepare and settle into the interview you will be sent the interview questions in advance of the interview, at least 5 days prior to your interview. These questions should be treated as confidential and should not be shared. The interview panel may ask you other questions which will not be shared in advance, including follow-up questions, and those about your experience and abilities. Candidates may be asked further probing questions if their response is deemed to require further information to determine suitability for the role.
