Contract Duration
Initial 6-month contract with potential extension based on programme requirements and performance.
Ideal Candidate
This role would suit a highly experienced Senior Project Manager with a proven track record of delivering large-scale digital transformation and infrastructure programmes, capable of bridging the gap between operational assets, engineering delivery, OT systems, data platforms and Digital Twin technologies. The successful candidate will be equally comfortable leading Agile software delivery teams, coordinating field-based engineering activities and engaging with senior stakeholders to drive successful outcomes.
Role Purpose
The Senior Project Manager will be responsible for leading the successful delivery of the Digital Twin programme across wastewater and operational assets, ensuring projects are delivered safely, on time, within budget, and to the required quality standards. The role requires an experienced Agile project professional with a strong background delivering both digital and physical infrastructure projects. The successful candidate will coordinate multidisciplinary teams across engineering, operational technology (OT), data science, software development, system integration, and site delivery functions to deploy Digital Twin capabilities at scale. Acting as the primary delivery lead, the Project Manager will manage project scope, schedule, finances, resources, risks, quality, and stakeholder engagement while driving Agile delivery practices throughout the programme.
Key Responsibilities
Programme & Project Delivery
- Lead the end-to-end delivery of Digital Twin projects from initiation through to deployment and operational handover.
- Develop and maintain integrated project plans, delivery roadmaps, milestones and deployment schedules.
- Manage project scope, schedule, budget, quality, risks, resources and dependencies.
- Ensure project governance requirements are met and appropriate controls are maintained throughout delivery.
- Coordinate multidisciplinary teams across engineering, OT, data, software development, operational and supplier organisations.
- Track project performance against agreed success measures and benefits.
Agile Delivery Leadership
- Champion Agile delivery methodologies across project teams.
- Facilitate sprint planning, backlog refinement, sprint reviews, retrospectives and daily stand-up activities.
- Support Product Owners and technical teams in prioritising work packages and managing delivery backlogs.
- Promote continuous improvement through iterative delivery and lessons learned.
- Monitor sprint performance and delivery metrics to ensure programme objectives are achieved.
- Drive effective collaboration between business stakeholders and technical delivery teams.
Digital Twin Deployment Coordination
- Coordinate deployment activities across multiple treatment works and operational sites.
- Manage dependencies between Digital Twin software, OT systems, instrumentation upgrades and operational readiness.
- Ensure technical, operational and business requirements are aligned throughout delivery.
- Support deployment wave planning and readiness reviews.
- Coordinate system integration, testing, commissioning and acceptance activities.
- Manage transition into operational support and business-as-usual ownership.

Stakeholder Management
- Build and maintain strong relationships with operational teams, engineering functions, delivery partners and senior leadership.
- Facilitate decision-making across diverse stakeholder groups.
- Act as the key point of contact for project sponsors, programme leadership and business representatives.
- Manage communication plans and ensure stakeholders remain informed of progress, risks and delivery challenges.
- Represent the programme at governance boards, steering groups and executive review meetings.
Innovation & Transformation Support
- Support the introduction and adoption of emerging technologies including Digital Twins, Artificial Intelligence, IoT and advanced analytics.
- Work closely with innovation teams to evaluate pilot deployments and scale successful solutions.
- Support benefit realisation activities and business case development.
- Ensure innovation projects deliver measurable operational, environmental and customer outcomes.
- Promote adoption of new ways of working across operational and engineering teams.
Risk, Issue & Dependency Management
- Establish and maintain project RAID logs.
- Identify and manage risks, issues, assumptions and dependencies across delivery workstreams.
- Drive mitigating actions and escalate where appropriate.
- Monitor supplier performance and delivery risks.
- Manage change control processes and assess impacts on scope, schedule and cost.
- Ensure delivery challenges are resolved quickly and effectively.
Commercial & Financial Management
- Manage project budgets and expenditure against approved business cases.
- Track forecasts, actual costs and financial performance.
- Support procurement activities and supplier engagements.
- Manage contractor and supplier deliverables against agreed outcomes.
- Provide clear financial reporting and forecasting to programme leadership.
Governance, Assurance & Compliance
- Ensure projects comply with organisational governance, engineering standards and regulatory obligations.
- Maintain accurate project documentation, decision logs and audit trails.
- Support project assurance reviews and stage gate approvals.
- Ensure health, safety and operational risks are appropriately managed throughout project delivery.
- Support successful project closure and transition into operational ownership.

Essential Skills & Experience
- Minimum 5 years' experience delivering projects using Agile methodologies, preferably Scrum.
- Proven experience managing both digital and physical infrastructure projects.
- Strong understanding of project management disciplines including scope, schedule, cost, quality, risk and resource management.
- Experience leading cross-functional and multidisciplinary delivery teams.
- Demonstrable delivery experience in utilities, water, wastewater, infrastructure or operational environments.
- Experience managing third-party suppliers, contractors and delivery partners.
- Strong stakeholder management and communication skills.
- Ability to manage multiple workstreams in a fast-paced delivery environment.
- Experience producing executive-level reporting and governance materials.
Desirable Skills & Experience
- Experience delivering Digital Twin programmes.
- Knowledge of wastewater treatment, water networks or operational asset management.
- Experience working with Operational Technology (OT), SCADA, telemetry and instrumentation systems.
- Understanding of Artificial Intelligence, Machine Learning, IoT and Computer Vision solutions.
- Agile certifications such as Scrum Master, AgilePM, SAFe or equivalent.
- PRINCE2 Practitioner, APM PMQ or equivalent project management qualification.
- Experience supporting innovation and transformation programmes.
