Job Summary
Ofgem is Great Britain's independent energy regulator. We play a central role in protecting energy consumers, supporting investment in energy infrastructure, and enabling the transition to a secure, affordable and low-carbon energy system.
The Infrastructure Economics team sits within Ofgem's Office of Research and Economics (ORE), providing economic analysis and advice across a range of high-profile projects within the Infrastructure Group. Our work supports major regulatory and policy decisions relating to network price controls, energy infrastructure investment, emerging technologies and energy system reform.
As a Senior Economist, you will apply economic thinking and analytical skills to help shape important decisions affecting consumers, economic growth and the UK's pathway to Net Zero. You will work closely with policy, engineering and regulatory colleagues to deliver robust analysis, develop evidence-based recommendations, and communicate complex issues clearly to decision-makers.
This role offers an excellent opportunity to broaden your experience across different areas of energy economics while contributing to some of Ofgem's highest-priority work.
Key Responsibilities
Reporting to a Principal Economist, you will:
- Apply economic analysis and economic thinking to support policy development, regulatory decisions and problem-solving across a range of infrastructure and energy system issues.
- Lead and contribute to analytical workstreams, delivering high-quality analysis to inform key decisions, including network price controls, major infrastructure projects and energy system reforms.
- Develop and apply analytical frameworks to assess the costs, benefits and wider impacts of regulatory and policy options.
- Use evidence, data and economic analysis to identify insights and provide practical recommendations for decision-makers.
- Support the delivery of impact assessments and other analytical products, ensuring analysis is robust, proportionate and clearly communicated.
- Work collaboratively with policy teams, economists and other specialists to develop effective solutions to complex regulatory challenges.
- Present analytical findings and recommendations clearly to both technical and non-technical audiences, including senior leaders.
- Draft high-quality internal and external publications, including briefings, consultation documents and analytical reports.
- Build effective relationships with internal and external stakeholders, including government departments, NESO and other regulatory and industry bodies.

Essential Criteria
- Degree in Economics or a related subject, or equivalent professional experience demonstrating the application of economic analysis to policy, regulatory or commercial issues. (Lead Criteria)
- Experience applying economic analysis to support decision-making, policy development or regulatory work, with the ability to communicate complex findings effectively to both technical and non-technical stakeholders. (Lead Criteria)
- Experience of working on comparable economic issues, e.g. working in the energy sector, or in relevant areas of economic regulation such as price controls or regulatory design.
- Ability to synthesise complex information and present clear, well-reasoned conclusions and recommendations.
- Excellent interpersonal skills, with experience building effective working relationships across teams and stakeholders.
- Ability to manage competing priorities and deliver high-quality analytical work to tight timescales.
