Salary: PO2 £41,177 to £44,253

Contract: Permanent
Location: Main office - Print Unit, 7 Limewood Approach, Seacroft, Leeds LS14 1NG. However, you may be required to work from any office location within the city. Hybrid working will also be offered.

About The Role
An exciting opportunity has arisen for an experienced, forward-thinking, motivated, innovative, and hardworking individual to join the asset management team.
The post holder will hold the position of Senior Electrical Officer within the Asset Management Directorate. The position is an operational management position and will be responsible for managing effective delivery of electrical services. As part of the role, you will utilize current skills, knowledge, and experiences to support compliance activities, provide technical guidance, and produce reports ensuring the service provides excellence. A strong leader with a ‘can do’ attitude in-line with the Council's manager habits, excellent communication skills, and a strong customer focus is required. An ability to prioritize, meet deadlines, and have a clear focus on staff engagement is essential.
You will have operational lead and accountability for the management of electrical services and stakeholders. We are looking for someone who will ensure that high levels of efficiency, cost-effectiveness, and quality are achieved, whilst ensuring maximum performance in accordance with the targets, standards, and policies of the Council. The role will require you to work closely with other internal teams to ensure that all electrical services, complaints, and enquiries are managed effectively mitigating any risk to the Council.
The post-holder will support the delivery of service plans and ensure the continuous and ongoing innovation and improvement of the service. The role requires a customer-focused post holder as the position will involve a high degree of customer interaction and face-to-face contact with tenants, elected members, contractors, and colleagues across the Council. The role will be flexible involving both site and office-based works. It should be noted that the demands of property management services are high, and therefore, the role requires a high degree of flexibility to meet the ever-changing priorities of the service.
The team works flexibly to meet service needs with our base of operations at the Printworks on Limewood Approach. As part of our flexible working strategy, the team also works in any location within the Leeds City Council geographical area. Job Description
Job purpose
The role will involve the provision of electrical technical services to Housing Leeds. Including, but not limited to:
- Ensuring the effective day-to-day management of contractors and Internal Service Providers to ensure that any service works are delivered in a timely, costly, and compliant manner
- Implementing and managing programmes of work in-line with available resources to ensure that overall compliance with legislation, regulation, values, policies, and priorities is achieved to meet quality standards
- Acting as a technical expert for the service. Supporting the electrical services manager through electrical enquiries, complaints, site surveys, policy/legal reviews, technical scopes, and specifications and where requested providing detailed reports
- The responsibility for delivering a proactive cross-service approach to meeting electrical compliance and for the timely resolution of risks
- The post-holder will be required to work flexibly and could be deployed in a number of areas of the service
Responsibilities
- Technical lead for the frontline delivery of the service in-line with council and departmental performance standards, values, policies, and priorities. Ensure all activities undertaken are done so in compliance with legal, regulatory, contractual, and internal requirements
- Support the delivery of service plans and operational projects in collaboration with stakeholders to ensure the continuous and ongoing innovation and improvement of the service in-line with council objectives in order to achieve excellence
- Continually drive a value for money, customer-focused service
- Take ownership for and manage relationships with all stakeholders to ensure effective and efficient service delivery
- Manage activities within individual delegated budgets and the management of spend in-line with agreed budget profiles, including the prioritization and planning of work
- Take accountability for the outputs of all duties ensuring adequate and robust audit and risk management procedures are in place

Essential requirements
It is essential that the candidate should be able to demonstrate the following criteria for the post. Candidates will only be shortlisted for interview if they can demonstrate that they meet all the essential requirements or have relevant experience.
- Minimum building/construction-related qualification to HNC/HND level or equivalent experience
- Degree level qualification in Building Surveying/Construction-related or equivalent experience
- Qualified Electrical Engineer to NVQ level 3/C&G 2391
- A detailed knowledge of electrical services, installation, and maintenance
- Landlord’s responsibilities in relation to repairs & maintenance
- Construction Health & Safety
- A knowledge of standard forms of contracts
- Ability to manage priorities whilst delivering on a range of projects and adapting to changing circumstances and priorities
- Ability to diagnose and develop solutions to electrical problems
- Ability to develop and maintain strong and effective working relationships with stakeholders
- Experience of negotiation on issues in a political environment
- Ability to analyse and interpret information and report to a wide range of audiences in an accurate manner
