Description
We are seeking a seasoned, strategic Technical Programme Manager to lead the end-to-end execution of our Consumer Risk Teradata Exit Programme. Reporting to GlobalLogic Strategic Delivery Leader, you will serve as the primary architect of the programme’s delivery, overseeing the safe, compliant, and irreversible transition of critical Consumer Risk data, code, and processes to the Enterprise Data Platform (EDP) on AWS. You will own the strategic roadmap, manage senior stakeholder expectations across Barclays’ CRO, Finance, and Quantitative teams, and ensure the programme hits the mandated December 2027 exit timeline while maintaining rigorous business continuity and regulatory assurance.
Requirements
Strategic Programme Leadership
- 10+ years of experience leading large-scale IT programmes, with a demonstrated history of delivering complex data migrations, cloud transformations, or infrastructure modernization within Tier-1 financial services environments.
Financial Services & Compliance Depth
- Deep expertise in the regulatory and governance rigor required for Risk and Finance domains.
- Experience navigating the demands of CRO/Quantitative business units is essential.
Technical Fluency
- A strong conceptual mastery of modern data platforms. You do not code, but you understand the architectural implications of AWS (S3), Databricks, dbt, Apache Iceberg, and legacy mainframe/SAS ecosystems well enough to guide technical decision-making.
Stakeholder Influence
- Proven ability to manage C-suite and senior-level stakeholders, translating complex technical risks into clear business impacts.
- Experience handling vendor/client relationships at a programme level is preferred.
Methodology & Certifications
- Mastery of enterprise-grade programme management methodologies (e.g., SAFe, Prince2, PMP).
- Experience in large-scale Agile environments and utilizing governance tools (e.g., Jira/Confluence/MS Project) to manage multi-year roadmaps.

Job responsibilities
Programme Governance & Delivery Leadership
- Own the overarching delivery strategy for the Teradata Exit.
- Lead cross-functional teams to migrate :11,000 tables, 4,400 SAS scripts, and 500 BTEQ scripts, ensuring full alignment with the programme’s “Lakehouse” architecture (AWS, Databricks, Apache Iceberg).
Strategic Stakeholder Management
- Act as the primary liaison between GlobalLogic’s delivery units and senior Barclays stakeholders.
- Provide transparent reporting on programme health, financial progress, and critical milestones, ensuring visibility into the migration of 30TB of historical data.
Technical Roadmap & Architectural Oversight
- Partner with engineering leads to define and enforce standards for data pipelines (Astronomer/Airflow), lineage (OpenLineage), and automated reconciliation frameworks.
- Ensure all technical designs align with EDP standards and regulatory audit requirements.
Regulatory & Compliance Assurance
- Oversee the collection of audit-ready evidence for CRO/Finance/Quants adoption.
- Lead the strategy for parallel runs, go/no-go release decisions, and the verification of attribute-level parity to meet the ≥99.95% target.
Risk & Issue Management
- Proactively identify and mitigate strategic bottlenecks.
- Manage complex interdependencies—such as infrastructure limitations or data reconciliation discrepancies—that could impact the critical path to the December 2027 deadline.
Operational Readiness
- Champion the handover strategy, ensuring the transition from legacy SAS/Teradata environments to cloud-native platforms is seamless, documented, and fully supported by production runbooks.
