The Enterprise Transformation Architecture (ETA) Team

The Enterprise Transformation Architecture (ETA) team sits within the broader Enterprise Architecture (EA) function within Chief Technology & Design Office (CT&DO), part of HMRC’s Chief Digital & Information Officer (CDIO) Group.

CT&DO is responsible for setting the strategic direction for technology design and architecture across HMRC, ensuring that digital and technology investment is coherent, aligned to organisational priorities, and delivers real outcomes for customers and colleagues. Within this, the ETA team provide enterprise‑level architectural consultancy, analysis and early strategic impacting & shaping services, helping HMRC to make informed decisions about how it transforms in line with the Future Operating State (FOS) & 2030 Vision and the Unconstrained Target Architecture articulated in the IT Strategy.

The ETA team works across a number of HMRC’s major initiatives within the Transformation Portfolio, operating at the very earliest stages of the change lifecycle to understand impacts, dependencies and options. By applying enterprise architecture principles and IT Capability-based impacting, the team connects business and technology strategy, commercial choices and delivery plans into a holistic, coherent view.

ETA team work closely with colleagues across CDIO (including UCD, Solution Architecture, EA Platform Architecture, CDPO and CEPO) as well as with Business, Change Delivery, Commercial and Policy partners. As such, the team provide a unique enterprise lens, enabling collaboration across organisational boundaries and supporting better, earlier decision‑making.

A core part of the team’s ethos is to champion stewardship‑based leadership and new ways of working, encouraging collaboration, transparency and learning across multi‑disciplinary teams. ETA is focused on building sustainable enterprise architecture capability, strengthening how the organisation shapes, sequences and delivers change in support of its long‑term vision and strategic goals.

Job Description

As a Senior Enterprise Architect within the Enterprise Transformation Architecture (ETA) team, you will play a key role in shaping HMRC’s enterprise‑level transformation at the earliest stages of change. Working as part of a dedicated cross‑cutting team, you will collaborate across CDIO, business, delivery and commercial partners to apply capability‑based impacting and enterprise architecture methods to inform strategic choices, articulate options and impacts, and influence decision‑making. Operating at pace and across organisational boundaries, you will provide a true enterprise lens that connects business strategy, technology direction and delivery planning, helping HMRC to shape coherent, value‑driven change aligned to the IT Strategy and long‑term Future Operating State.

Responsibilities

In this role, you will:

  • Embed and drive the development of structured IT Capability-Based Impacting and architectural modelling to identify overlaps, synergies, and common needs across the organisation. Apply these proactively strategically shape and articulate the true value of change and positively influence IT change throughout the E2ECL, in line with HMRC’s IT Strategy.
  • Identify and make informed recommendations for mitigating or addressing key enterprise-level constraints, risks, assumptions, and dependencies to inform decision-making and early strategic shaping of IT and Business Roadmaps and scope, aligned to roadmaps or T-Maps.
  • Articulate the size, complexity, and cost driver implications of options on early or in-flight enterprise-level IT impacts, considering emerging technologies and aligned to strategic outcomes.
  • Present, or support the team in presenting, enterprise-level IT impacts and progress updates in a manner that is tailored to the audience. Actively seek and welcome constructive feedback to drive continuous improvement.
  • Provide strategy-based direction and consultation to solution architects on solution designs, technology choices and governance requirements. Providing an early view on deliverability that informs and influences the transition from baseline to target architecture for delivery planning.
  • Provide enterprise-level architectural consultancy to improve proactive adherence to enterprise-level guardrails and efficiency of corporate and architectural governance throughout the E2ECL.
  • Research various subjects and topics using internal and external resources (e.g. Gartner, AI) and prepare and support the team in preparing for briefings, findings, options & recommendations. This includes supporting Chief and Enterprise Architecture with ad-hoc commissions (both strategic and transitional), via a standardised and repeatable impacting methodology using approved reference models.
  • Supporting, and embedding the articulation through Roadmaps or T-Maps that support business readiness and help set business expectations.
  • Show commitment to nurturing a collaborative culture, encouraging open dialogue, idea-sharing, and continuous improvement across the team.

Essential Criteria

  • Proven ability to apply enterprise architecture principles to shape strategic options and assess enterprise-level impacts across complex programmes, portfolios or transformation initiatives.
  • Experience of enterprise-level architectural analysis and shaping, including use of reference models and methodologies to inform early-stage decisions, trade-offs and recommendations.
  • Ability to translate business strategy into enterprise IT capability outcomes, identifying strategic implications through capability-based planning and early-state design.
  • Strong stakeholder engagement and influencing skills, with the ability to clearly communicate complex architectural concepts to both technical and non-technical audiences.
  • Solid foundation in IT and architectural domains, with understanding of commercial/sourcing approaches, commitment to continuous professional development, and either holding or willingness to obtain TOGAF certification.

Desirable Criteria

  • Demonstrates experience using enterprise architecture modelling approaches or tools (e.g. capability models, ABACUS).
  • Demonstrates knowledge of one or more HMRC business domain, platform or transformation area.
  • Demonstrates foundational awareness of commercial contracts, procurement or sourcing strategies.
  • Demonstrates experience contributing to and influencing outcomes at architecture governance forums.
  • Demonstrates experience of adopting best practice to shape informed design decisions. Either holds or is willing to acquire a professional IT qualification such as BCS Business Architecture/BCS Practitioner certificate in Enterprise & Solutions Architecture.

Leeds Location

Moves Adjustment Payment will be available for this role, provided the successful applicant is a current HMRC colleague in Bradford and meets the eligibility requirements outlined in the HMRC’s Moves Adjustment Payment guidance.

Capability Allowance

The advertised role is part of the Government Digital and Data Profession and has access to a Capability-Based Allowance. Any allowance awarded will be based on an assessment, at interview, of your capability against the skills advertised for this role. Please see the attached candidate pack for more information.

The allowance values are set by HMRC, subject to remaining in a qualifying role, and are non-pensionable. This allowance is non-contractual, subject to an annual review and could be withdrawn at any time.

For both new entrants and existing civil servants, the total reward compensation offer is a combination of base salary and, if applicable, a capability-based allowance. New entrants to the Civil Service will start on the pay range minimum. For existing civil servants, our policies on level transfer and promotion will apply.
