Our Enterprise Architecture (Enterprise Operations) team is at the heart of this change, shaping and governing technology strategies that underpin critical business functions and large-scale transformation programmes. Job Description

Our Enterprise Architecture (Enterprise Operations) team is at the heart of this change, shaping and governing technology strategies that underpin critical business functions and large-scale transformation programmes. Working across a diverse and evolving landscape, the team sets architectural direction, develops strategic roadmaps, and ensures alignment with organisational objectives.

This is an exciting opportunity to join HMRC’s Enterprise Architecture team, a dynamic group working across one of the largest and most complex IT estates in Europe. Our mission is to deliver an architecture strategy that underpins modern, internal-facing services and drives transformation at scale.

Responsibilities

As a Senior Enterprise Architect, you will play a key role in shaping HMRC’s technology direction. You’ll create and evolve strategic technology roadmaps, influence policy, and ensure architectural decisions align with organisational goals. Your work will directly impact HMRC’s ability to deliver secure, scalable, and innovative solutions for colleagues and customers.

As part of the Enterprise Architecture – Enterprise Operations team, you will provide architectural leadership across the enterprise platforms and services that support key operational functions such as workforce, learning, estates, and corporate enablement.

The role operates at an enterprise scale, ensuring that operational capabilities are coherently designed, governed, and evolved in line with strategic objectives and organisational priorities. You will work closely with stakeholders across Enterprise Operations and the wider Enterprise Architecture function, shaping cross-cutting initiatives and complex transformation programmes spanning multiple domains.

What You’ll Do:

  • Contribute to the development and maintenance of the overarching Enterprise Operations Architecture Strategy.
  • Support the creation and governance of reference architectures that guide technology decisions.
  • Collaborate with senior business and technology stakeholders to align architecture with strategic objectives.
  • Provide input into solution design and help ensure technology investments deliver maximum value.
  • Champion innovation and continuous improvement across a diverse and complex IT environment.
  • Influence policy and contribute to shaping technical direction for HMRC’s Enterprise Operations estate.

Person Specification

Essential Criteria

  1. Senior architecture and technology background Demonstrable experience working in complex IT or digital environments, with the ability to operate at an enterprise-level, understand architectural trade-offs, and contribute to strategic technology decision-making across large-scale organisations.

  2. Enterprise level perspective and customer focus Ability to view services and solutions from a business and user perspective, ensuring that enterprise architecture direction enables effective, sustainable and user-centred outcomes across internal or operational services.

  3. Established Enterprise Architecture capability Evidence of operating as an Enterprise Architect or in a closely related senior architecture role, with experience applying architecture principles, standards and frameworks to shape direction, guide delivery and influence decision-making.

  4. Strong technical foundations A strong technical background gained through formal qualification or equivalent professional experience, providing the credibility and understanding required to engage confidently with senior technical and business stakeholders.

  5. Senior Enterprise Architecture Contribution and Direction Demonstrable experience operating as a senior Enterprise Architect, responsible for contributing to architectural direction within a directorate or across the organisation, providing guidance, advice and decision support to inform technology outcomes.

  6. Translating Business Priorities into Enterprise Architecture Strategy Proven ability to translate organisational, directorate or programme priorities into clear enterprise level architecture Strategy, including the definition of principles, standards, target states and roadmaps aligned to wider enterprise and platform strategies.

  7. Architectural Governance and Assurance Strong experience working within an enterprise architecture governance model, ensuring that local architectural decisions, IT solutions and designs are aligned with departmental and enterprise architecture strategies, standards and platforms.

  8. Strategic Decision Making and Technology Evaluation Experience defining and evaluating architectural options, assessing technology choices, and setting clear strategic direction for initiatives, balancing benefits, risk, cost and long-term sustainability.

  9. Senior Stakeholder Engagement, Communication and Influence Demonstrable experience engaging and influencing senior business and technology stakeholders, including the ability to communicate complex architectural concepts, designs and artefacts in clear, accessible and non-technical language to enable understanding, resolve trade-offs and support informed decision making.

  1. Domain Experience in Internal / Enterprise Services Experience of architecting systems that support Enterprise Operation services such as workforce capability, learning, HR, finance, or operational support functions.

Desirable Criteria

  1. Professional Architecture Accreditation Holding, or working towards, a recognised enterprise architecture or IT professional qualification (for example TOGAF, CITP, or equivalent).

Leeds Location

Moves Adjustment Payment will be available for this role, provided the successful applicant is a current HMRC colleague in Bradford and meets the eligibility requirements outlined in the HMRC’s Moves Adjustment Payment guidance.

Capability Allowance

The advertised role is part of the Government Digital and Data Profession and has access to a Capability-Based Allowance. Any allowance awarded will be based on an assessment, at interview, of your capability against the skills advertised for this role. Please see the attached candidate pack for more information.

The allowance values are set by HMRC, subject to remaining in a qualifying role, and are non-pensionable. This allowance is non-contractual, subject to an annual review and could be withdrawn at any time.

For both new entrants and existing civil servants, the total reward compensation offer is a combination of base salary and, if applicable, a capability-based allowance. New entrants to the Civil Service will start on the pay range minimum. For existing civil servants, our policies on level transfer and promotion will apply.

You will be asked to prepare and deliver a 10-minute Technical Presentation, based on the GDAD Capability Framework skills to gauge your eligibility for the additional GDAD Allowance. Further details will be provided prior to interview.
