Senior ERP Payroll Implementation Lead
Reporting to the Transition Readiness Lead, the Senior ERP Payroll Implementation Lead will be accountable for the successful planning, governance, execution and delivery of Payroll Parallel Run (PPR) activities across the Synergy Programme.

Reporting to the Transition Readiness Lead, the Senior ERP Payroll Implementation Lead will be accountable for the successful planning, governance, execution and delivery of Payroll Parallel Run (PPR) activities across the Synergy Programme.
This is a critical role within the programme and will act as Capita's senior payroll transition authority, ensuring that Oracle Fusion Payroll is operationally ready to support a safe and successful service transfer.
The post holder will provide leadership across payroll readiness, parallel running, reconciliation, service acceptance and operational transition, whilst working alongside the System Integrator (SI), Authority stakeholders, incumbent providers and Capita operational teams.
Although Payroll Comparison Testing (PCT) is owned and delivered by the System Integrator, the role holder will act as a major stakeholder and assurance lead, ensuring testing outcomes are appropriately scrutinised, challenged and incorporated into Parallel Run and service readiness activities.
The successful candidate will be a highly experienced payroll implementation professional with the confidence, credibility and expertise to constructively challenge delivery partners, assess operational readiness and protect Capita's interests throughout the implementation lifecycle.
With the successful candidate’s support, this role will require Security Clearance (Level 2) to be put in place that will need to remain valid throughout the entire duration of the role.
Responsibilities
- Accountable for the planning, governance, execution and successful delivery of Payroll Parallel Run (PPR) activities.
- Own the Parallel Run strategy, delivery plans, milestones, entry and exit criteria, reconciliation framework and readiness measures.
- Ensure Parallel Run activities are aligned to payroll calendars, programme milestones and service transfer requirements.
- Act as Capita's senior stakeholder and assurance lead throughout Payroll Comparison Testing activities delivered by the System Integrator (SI).
- Work collaboratively with the SI to review, validate and challenge PCT outcomes where necessary.
- Act as Capita's payroll subject matter authority throughout Payroll Parallel Run and service transition activities.
- Assess operational readiness for Day One service delivery and ongoing payroll operations.
- Apply Synergy governance standards, including RAID management, tolerances, controls, and quality gates.
- Manage risks, issues, actions, dependencies and parallel running.
- Build and maintain strong working relationships across Capita Operational Teams, Oracle/System Integrator Delivery Teams, Authority stakeholders, incumbent payroll providers and third-party suppliers.
- Facilitate structured governance, readiness and reconciliation forums.

About You
- Significant experience leading Payroll Parallel Run activities within large-scale HR and Payroll transformation programmes.
- Proven experience supporting Oracle Fusion Payroll implementations, migration activities or payroll service transitions is highly desirable.
- Deep understanding of payroll operations, controls, statutory requirements and payroll processing cycles.
- Demonstrable experience working alongside System Integrators and technology delivery partners.
- Strong experience reviewing, interpreting and challenging payroll testing outcomes and readiness assessments.
- Experience leading complex reconciliation and defect resolution activities.
- Proven ability to operate effectively within multi-supplier delivery environments.
- Excellent stakeholder management and influencing skills.
- Strong analytical skills with the ability to interpret payroll data and identify operational risks.
- Experience supporting executive-level governance and go/no-go decision-making.
