About The Team
The Estates Team provides professional property advice and support across all Directorates, working closely with services to develop estate strategies and align property solutions with commissioned service requirements.
The team delivers a broad range of estate management functions, including maximising property occupancy and income, identifying opportunities to acquire land and property in support of the Council Plan, and disposing of surplus assets to contribute towards Medium Term Financial Strategy (MTFS) objectives.
Through direct delivery and the management of specialist consultants, the team ensures that property and estate activities support corporate priorities, service outcomes and statutory obligations.
About The Role
To act as the principal relationship lead between Warwickshire County Council (WCC) Property Services, Warwickshire Property Management (WPM) and Warwickshire Property & Development Group (WPDG).
WPM and WPDG provide specialist property management, development and regeneration services on behalf of the Council. WPDG acts as the Council's property development and regeneration delivery vehicle, while WPM provides property management services across the Council's operational and investment portfolios.
The postholder will act as the intelligent client for property-related decisions, monitoring performance against Service Level Agreement (SLA) requirements and Key Performance Indicators (KPIs). They will ensure that WPM and WPDG deliver effective property management and development programmes that support the Council's strategic asset objectives.
The role will act as the principal property lead for WPDG matters, ensuring the strategic development pipeline is effectively managed from site identification through to transfer, development delivery and performance reporting. The postholder will ensure sites are development-ready, business cases are robustly evaluated and challenged where appropriate, and development opportunities align with the Council's strategic and financial objectives.
This role will provide a single point of coordination for operational matters, performance management, governance, service improvement and contract oversight. The postholder will ensure that services commissioned through WPM and WPDG are delivered in accordance with agreed service standards, Council priorities and statutory obligations.

Key Requirements
- Act as the lead liaison between WCC Property Services, WPM and WPDG.
- Ensure WCC property priorities are translated into clear delivery expectations for WPM and WPDG.
- Lead the Estates strategic review of WPDG business cases, providing recommendations and ensuring proposals are robustly assessed and appropriately challenged.
- Translate service requirements into property delivery priorities, working closely with other property colleagues and service departments.
- Facilitate collaborative working arrangements between property, commercial, finance and legal functions.
- Lead the monitoring and management of the WPM Service Level Agreement and associated performance frameworks.
- Produce and analyse performance reports, providing briefings and recommendations to Property Services leadership teams and governance boards regarding WPM and WPDG performance.
- Maintain strategic oversight of the Council's estate and the delivery activities undertaken by WPM and WPDG.
- Monitor transactional activity, including acquisitions, disposals, lease events and property management matters.
- Ensure delivery programmes support Council Plan priorities, Medium-Term Financial Strategy (MTFS) objectives and capital receipt targets.
- Monitor the financial performance of commissioned property activities and support the verification of rent roll information and financial reporting provided by WPM and WPDG.
- Review management fee arrangements and monitor associated budget performance.
