Senior Estimator – Social Housing, Regeneration & Building Safety | London

Blackmount Recruitment Ltd is working with a well-established refurbishment and regeneration contractor delivering planned maintenance, social housing and complex compliance-led projects across London.

The business works extensively within the occupied residential and social housing sector, including Higher-Risk Buildings (HRBs). Its programmes include major refurbishment, fire safety remediation, façade and cladding upgrades, fire-door replacement, compartmentation, MEP improvements and wider building-safety-led works.

Due to continued growth, they are looking to appoint an experienced Senior Estimator to join their New Business / Preconstruction team.

This is a key appointment for a commercially astute estimator who can lead the full tender process, develop robust and competitive pricing, and work collaboratively with bid, planning and operational teams to secure future work.

The Role Will Include:

  • Estimating process for social housing refurbishment, regeneration and building safety tenders
  • Preparing accurate and commercially robust estimates from tender documentation
  • Pricing preliminaries, labour, materials, subcontractor packages, plant, statutory costs and consultant fees
  • Reviewing tender information and identifying risks, discrepancies, exclusions and commercial opportunities
  • Obtaining, analysing and levelling subcontractor and supplier quotations
  • Working with bid managers, planners and delivery teams to develop methodology, programme and tender strategy
  • Assessing alternative methodologies and value-engineering opportunities
  • Ensuring submissions meet client requirements, deadlines and internal governance procedures
  • Building effective relationships with clients, consultants, subcontractors and supply-chain partners
  • Monitoring tender outcomes, pricing intelligence and market conditions

The Ideal Candidate Will Have:

  • Significant estimating experience within social housing refurbishment, regeneration or planned maintenance
  • A strong understanding of the London social housing market, procurement routes and client expectations
  • Proven experience pricing works to occupied residential buildings and estate-wide refurbishment programmes
  • Experience of Higher-Risk Buildings (HRBs) and compliance-led programmes would be highly advantageous
  • Exposure to building safety works, including fire remediation, fire doors, compartmentation, façade/cladding upgrades and MEP improvements
  • Strong strategic tendering experience within the London market
  • The ability to lead complex tenders independently from enquiry through to submission
  • Excellent measurement and take-off skills, with strong commercial awareness and attention to detail
  • Advanced Excel skills and experience using computer-aided estimating systems
  • A relevant degree, HNC or equivalent construction qualification
