Job Summary

About the job

We’re responsible for Land Transaction Tax, Landfill Disposals Tax and the introduction of the Visitor Levy in Wales. Our work raises revenue to support public services, like the NHS and schools, in communities across Wales. But that’s not all, we're also involved with and support future tax design for Wales.

Job Description

The roles have been developed to take into account the changes within WRA and its areas of business. These changes are creating new opportunities within the team and new areas for development. It is an exciting time to join WRA as we look to take on Visitor Levy/National Registration in addition to the tax collection.

Key Tasks

  • Ensure that separation of duties is maintained within the teams and work processes.
  • Manage and support the Head of Finance to develop accounting policies for the WRA.
  • Maintain the integrity of roles within the finance system.
  • Ensure the integrity of the accounting processes and procedures in the finance system.
  • Prepare and manage the bank account processes including transfer of funds.
  • Ensure tax revenues are promptly paid over to the Welsh Consolidated Fund in line with Welsh Treasury requirements.
  • Ensure that all corporate functions including staff payments are carried out promptly and in line with current processes.
  • Maintain the financial governance of the finance system between Corporate and Tax finance.
  • To ensure system is fit for purpose/suitable from a continuous development view and with regards to proposed changes to remit of WRA.
  • To be key point of contact for HMRC compliance visits/reviews.
  • Manage and develop the finance teams for both Tax finance and Corporate finance of the WRA.
  • To support in the development, implementation and rollout of the Visitor Levy/National Registration programmes and its link into finance. Engagement with key stakeholders.
  • Develop and deliver appropriate management reporting systems within the Authority; ensuring that relevant forecasts are provided to the senior team, Board and Welsh Government.
  • Key point of contact for financial/system issues relating to D365 contract.
  • To cover for other members of the finance team – as/when required.
  • To deputise for Head of Finance in times of absence.

Qualifications

  • CCAB Qualified Accountant or Part Qualified (PQ to qualify within 3 years of appointment if successful)
