HSE Expert (Principal Contractor) - Offshore Wind
2 Year Contract
Outside IR35
Major Offshore Wind Development
Our client, an International offshore wind Developer is recruiting for a HSE Expert to provide independent Health, Safety and Environmental assurance on a large scale offshore wind project during both the onshore mobilisation and offshore execution phases.
This is an excellent opportunity for a seasoned HSE professional with extensive experience in offshore wind, major construction projects and Principal Contractor oversight under CDM 2015 regulations.
The Role
Acting as the Principal Contractor's HSE representative, you will provide objective assurance, oversight and constructive challenge to ensure contractors and subcontractors are planning and executing work safely and in compliance with project requirements.
Key responsibilities include:
- Supporting compliance with CDM 2015 Principal Contractor duties
- Monitoring contractor and subcontractor HSE performance
- Conducting site inspections, audits and assurance reviews
- Reviewing risk assessments, method statements and permit-to-work systems
- Monitoring high risk activities including:
- Lifting operations
- Work at height
- Electrical isolation and stored energy controls
- Marine and offshore operations
- Simultaneous operations (SIMOPS)
- High-voltage commissioning activities
- Confined space entry
- Emergency preparedness and response
- Coordinating contractor interfaces and managing overlapping activities
- Escalating serious safety concerns and ensuring corrective actions are implemented
- Producing weekly HSE assurance and performance reports
- Supporting mobilisation readiness, emergency exercises and contractor reviews prior to offshore execution.

Requirements
Essential
- NEBOSH General or Construction Certificate (or equivalent Level 3 qualification)
- IOSH Membership (TechIOSH minimum)
- Experience within offshore wind or complex multi-contractor construction projects
- Strong knowledge of CDM 2015, UK HSE legislation and environmental requirements
- Experience auditing and monitoring contractors under CDM regulations
- Excellent stakeholder engagement and reporting skills
- Full GWO Certification including Enhanced First Aid
- Valid OEUK Medical including fitness assessment.

Desirable
- NEBOSH Diploma or equivalent Level 6 qualification
- CertIOSH or CMIOSH membership
- ISO 45001 Lead Auditor qualification
- Root Cause Analysis training such as Taproot, Tripod or Kelvin TOPSET.
