Job Summary
The Senior Health Safety and Wellbeing Manager provides visible Health and Safety leadership and direction to the project, promoting positive health and wellbeing practices and adhering to relevant regulations and standards.
Key Responsibilities
- Act as a lead on all matters relating to Health, Safety & Wellbeing (HSW) and ensure the implementation of policies, procedures and best practices.
- Engage and communicate Project HSW strategies and methods to initiate and/or implement change to improve project HSW performance.
- Support Senior managers to identify and take lead on all HSW initiatives to promote HSW awareness throughout the project.
- Ensure the development, review and update of the Project HSW Management System in a timely manner.
- Support Managers to minimise conflict between safety and programme considerations to ensure workable and compliant solutions are implemented.
- Prioritises core areas of HSW expertise and impact knowledge to aid the development, training and mentoring of others.
- Advise on and interpret project contractual and statutory requirements and obligations to protect the project’s integrity.
- Monitor project safety climate on the project and ensure safety climate survey findings/recommendations are discussed and actioned appropriately at all management levels on the project.
- Create, develop and maintain a range of internal/external relationships to maximise impact of expertise and knowledge to influence the quality of decision making.
- Support Senior managers to plan and manage stakeholders’ expectations on all HSW concerns to assist the achievement of project targets.
- Liaison with industry and regulatory bodies to ensure the project identify and meets its HSW obligations to compliance and social responsibilities and standards.
Project Specific
Mace Dragados Joint Venture (MDJV) is a joint venture between Mace and Dragados UK, appointed by HS2 Ltd to deliver major works associated with the redevelopment of Euston Station and the surrounding area. The project operates within a complex urban environment involving multiple stakeholders including HS2 Ltd, Network Rail, London Underground, Camden Council, neighbouring developments, utility providers and an extensive supply chain.

The role acts as deputy to the Head of Health, Safety and Wellbeing, providing leadership continuity across the project and undertaking the Head of HSW responsibilities during periods of absence, annual leave or where additional leadership support is required.
The Senior Health, Safety And Wellbeing Manager Shall
- Act as deputy to the Head of HSW, providing leadership, governance and decision-making support across the project and assuming delegated responsibilities when required.
- Lead the implementation and continual improvement of the Project Construction Phase Plan (CPP), Safe at Heart programme and project-specific HSW arrangements.
- Ensure Health, Safety and Wellbeing requirements are effectively integrated into project planning, design, procurement, construction and commissioning activities in accordance with CDM 2015.
- Provide assurance and oversight of key project risks associated with rail interfaces, utilities works, temporary works, lifting operations, logistics, occupational health, public protection and works within a constrained urban environment.
- Lead project assurance activities including inspections, audits, leadership tours and safety diagnostics, ensuring actions are effectively managed to completion.
- Ensure robust arrangements are maintained for incident management, significant event response, investigation support and interface with regulatory and client-led investigations.
- Oversee supply chain HSW assurance activities, including competence assessment, project-specific training requirements and maintenance of a Supply Chain Competency Matrix (or equivalent) to demonstrate workforce competence.
- Ensure outputs from Project Client Information Packs (PCIPs), lessons learned, assurance activities and HS2 requirements are embedded within Site Work Instructions, project procedures and communicated to the supply chain through approved project systems.
- Support the implementation of learning from incidents, high potential events and industry best practice to drive continual improvement across the project.
- Promote wellbeing, occupational health, inclusion and psychological safety initiatives aligned with MDJV's workforce strategy.
- Champion the Safe at Heart behavioural programme, promoting a culture where individuals are empowered to intervene, challenge unsafe behaviours and raise concerns.
- Support the achievement of MDJV and HS2 performance objectives through effective assurance, governance and continuous improvement activities.

Technical Skills And Competencies
- Understanding of H&S standards and the evaluation of compliance therein.
- Knowledge of H&S Risk Management
- Able to undertake incident reporting, investigation and associated event management.
- Able to undertake performance monitoring and measurement.
- Proven knowledge of construction techniques and their implications for safety.
- Demonstrable knowledge of all aspects of construction Health and Safety.
- Knowledge of occupational health.
- Knowledge of behavioural safety techniques.
Qualifications, Certifications And Experience
- Relevant experience working in a similar role in HSW.
- Hand-on experience working on large-scale construction projects.
- Experience in a similar role and industry.
- NEBOSH accreditation.
- Demonstrated leadership and team management skills, with experience overseeing site teams and safety personnel
